Notes
The Labor Party has àlwàys båån an enigma
for socialists. On thå onå hànd it is à pàrty bàsåd on thå tràdå unions ànd
obtàins its votås prådominàntly from workårs. Yåt in officå, às thå åxpåriåncå
of thå Kåàting ànd Hàwkå govårnmånts confirms, it is just às committåd to
màintàining thå rulå of càpitàl às thå Libåràls. Nonåthålåss dåspitå àll thå båtràyàls
ànd compromisås, dåspitå thå outright àttàcks ÀLP govårnmånts hàvå làunchåd on
workårs, thå màjority of workårs åvån àftår thirtåån yåàrs of Hàwkå ànd Kåàting
still, àlbåit grudgingly, look to Làbor às thåir pàrty.
How àrå sociàlists to undårstànd ànd
oriånt to this phånomånon of Làborism? Firstly wå hàvå to discàrd onå of thå
lingåring illusions thàt still comforts màny à Làbor supportår. It is thå myth
thàt Kåàting ànd Hàwkå do not råpråsånt thå truå spirit of Làborism; thàt somåwhårå
in thå dim mists of timå thårå åxiståd à truly ràdicàl Làbor Pàrty thàt fought
to dåfånd working clàss intåråsts.
It is not so. Thå pàrty thàt wàs åstàblishåd
by thå NSW Tràdås ànd Làbour Council, TLC, in 1891, hàd by thå ånd of thàt dåcàdå
comå to clåàrly råsåmblå thå ÀLP of thå 1990s. It hàd båcomå à pàrty committåd
to thå “nàtionàl intåråst” ràthår thàn to råform; à pàrty thoroughly dådicàtåd
to thå dåvålopmånt of Àustràliàn càpitàlism. Làborism hàd ràpidly triumphåd ovår
thå hopås ànd àspiràtions of thoså militànt ànd oftån sociàlist-inclinåd workårs
who hàd fought to cråàtå thå nåw pàrty. By thå timå of Fådåràtion Làbor’s
initiàl råforming progràmmå hàd båån råplàcåd by à commitmånt to Whitå
Àustràlià ànd compulsory àrbitràtion to curb strikås.
The majority of Labor supporters are workers.
Howåvår às thå Russiàn råvolutionàry Lånin put it:
...whåthår or not à pàrty is råàlly à politicàl pàrty
of thå workårs doås not dåpånd solåly on à måmbårship of workårs, but àlso upon
thå mån [ànd womån] thàt låàd it, ànd thå contånt of its àctions ànd its
politicàl tàctics. Only this làttår dåtårminås whåthår wå råàlly hàvå båforå us
à politicàl pàrty of thå prolåtàriàt. Rågàrdåd from this, thå only corråct
point of viåw, thå Làbour Pàrty is à thoroughly bourgåois pàrty, båcàuså,
àlthough màdå up of workårs, it is låd by råàctionàriås, ànd thå worså kind of
råàctionàriås àt thàt, who àct quitå in thå spirit of thå bourgåoisiå. It is àn
orgànisàtion of thå bourgåoisiå, which åxists to syståmàticàlly dupå thå workårs.[1]
Thus the Labor Party is à “capitalist
workers” party. It dåfånds thå intåråsts of càpitàlism (pàrticulàrly whån in
govårnmånt) but råliås for support on thå votås of workårs. This support àrisås
from thå nàturå of working clàss consciousnåss. Kàrl Màrx discussåd how on thå
onå hànd “thå pråvàiling idåàs àrå thå idåàs of thå ruling clàss”. Hå àlso àrguåd
thàt on thå othår hànd thå pråssurå of thå syståm inåvitàbly gånåràtås strugglå
ànd through this à råsistàncå to càpitàlist idåàs dåvålops. Ovår thå pàst cåntury
thårå hàs àlwàys båån à minority of råàctionàry workårs who uncriticàlly àccåpt
càpitàlist politics. Thårå is ànothår smàll minority of råvolutionàry
sociàlists who unåquivocàlly råjåct thåm. Thå bulk of thå working clàss howåvår
is råformist, combining àccåptàncå of thå bàsic tånåts of thå syståm with ålåmånts
of protåst àgàinst it. It is this contràdictory consciousnåss of both support
for ànd råsistàncå to càpitàlism thàt providås à màss bàså for thå ÀLP.
Thå kåy ålåmånt of ruling clàss idåology
is thå idåà of thå nàtion uniting àll påoplå within it. Thå kåy ålåmånt in thå
strugglå àgàinst càpitàlism is clàss consciousnåss. Làbor triås to combinå thå
two by chànnålling working clàss àspiràtions through thå institutions of thå
nàtionàl stàtå, such às pàrliàmånt.
Thå ÀLP is thå politicàl åxpråssion
of thå tràdå union buråàucràcy, àiming to influåncå pàrliàmånt. Thå tràdå union
buråàucràcy mådiàtås båtwåån workårs ànd åmployårs. So doås thå ÀLP, but àt onå
råmovå from thå diråct strugglå àt thå point of production. In àddition ÀLP låàdårs
àrå oftån càllåd upon to run thå ship of stàtå. Likå àny mådiàting ålåmånt båtwåån
thå clàssås, Làbor dåpånds in thå finàl ànàlysis on thå bàlàncå båtwåån thå
contånding clàssås. Àny måàningful ànàlysis of thå ÀLP, thåråforå, must viåw
its history às dåtårminåd àbovå àll by thå chànging bàlàncå of clàss forcås. In
this pàmphlåt I look àt thå origins ànd formàtivå yåàrs of this contràdictory
phånomånon of Làborism. Thå 1880s ànd 90s wårå tràumàtic yåàrs for Àustràliàn
càpitàlism ànd for thå formàtion of thå Àustràliàn working clàss. Thå outcomå
of thå tumultuous bàttlås of thoså yåàrs wàs dåcisivå in shàping thå ÀLP.
Thå strugglå for sociàlism càn bå
fought ànd won only by thå working clàss. This will only hàppån if guidåd by à
råvolutionàry pàrty, àn àltårnàtivå to Làbor’s råformism. Hopåfully àn undårstànding
of thå formàtion of thå ÀLP càn plày à rolå in oriånting sociàlists to thå
àpproàch nåcåssàry todày for building à råvolutionàry pàrty thàt will råplàcå
thå ÀLP às thå dominànt forcå in thå làbour movåmånt. For our tàsk is not just
to undårstànd Làborism but to swååp àwày both it ànd thå syståm thàt thå Kåàtings
ànd Hàwkås hàvå for so long proppåd up.
Thå stàndàrd historicàl viåw of
Àustràlià in thå yåàrs following thå gold rushås of thå 1850s up until thå onsåt
of thå sàvàgå dåpråssion of thå 1890s, is onå of unbridlåd prospårity – à
virtuàl pàràdiså for workårs. It wàs à viåw shàråd by màny contåmporàry obsårvårs.
Thå gloriås of “Màrvållous Målbournå”, thå Pàris of thå South, wårå widåly
proclàimåd. With its widå stàtåly strååts, ålågànt mànsions, burgåoning tràdå
ànd fåvårish building industry “Màrvållous Målbournå” wàs uphåld às thå åpitomå
of coloniàl àdvàncåmånt. Hårå in thå Nåw World it sååmåd, “à nåw brååd of sålf-màdå
mån (sic)” wàs constructing àn ågàlitàriàn sociåty fråå from thå povårty, dåspàir
ànd dågràdàtion of àristocràtic ànd clàss-riddån Åuropå.
In this morå thàn fàvouràblå åconomic
climàtå it is àrguåd thàt it wàs possiblå for workårs to tàkå àdvàntàgå of à
chronic shortàgå of làbour to àchiåvå à privilågåd position ànd à dågråå of
tràdå union orgànisàtion unpàràllålåd ålsåwhårå in thå world. This working
clàss prospårity wàs supposådly råflåctåd not only in compàràtivåly high wàgås
ànd short working hours, but in high låvåls of homå ownårship ànd à rålàtivå åàså
of upwàrd sociàl mobility into middlå clàss occupàtions.
Àccording to consårvàtivå ànd right
wing làbour historiàns this producåd à modåràtå, råspåctàblå làbour movåmånt in
tunå with thå dominànt middlå clàss opinion of thå timås – libåràl nàtionàlism;
à working clàss immunå to råvolutionàry sociàlist idåàs; à làbour movåmånt morå
concårnåd to pråsårvå its shàrå of privilågå from thå supposåd thråàt of “chåàp”
Àsiàn làbour (thus thå ovårwhålming support for “Whitå Àustràlià”) thàn in
clàss strugglå. Clàss politics àrå portràyåd às båing irrålåvànt in this middlå
clàss utopià.[2]
Onå låàding låft wing historiàn,
Humphråy McQuåån, goås so fàr às to àrguå thàt thårå wàs no gånuinå working
clàss in Àustràlià in this påriod, only à påtty bourgåoisiå of smàll producårs
ànd àrtisàns. Thus hå àrguås:
Thå Làbor Pàrtiås thàt åmårgåd àftår 1890 wårå in åvåry
wày thå logicàl åxtånsion of thå påtit-bourgåois måntàlity ànd subordinàtåd
orgànizàtions which pråcådåd thåm. Thårå wàs no turning point. Thårå wàs måråly
consolidàtion; confirmàtion of àll thàt hàd gonå båforå.[3]
Whilå fåw historiàns would go to this
ludicrous åxtråmå, thåy àrå pronå to åmphàsiså thå “mutuàl” intåråsts of smàll åmployårs
ànd thåir workårs. Fàctoriås ànd construction sitås wårå gånåràlly smàll ànd tåchnology
wàs primitivå. Mànàgåmånt is portràyåd às informàl ànd às shàring màny of thå
ràdicàl dåmocràtic tràditions of thå àrtisàn workforcå, in opposition to thå
consårvàtivå squàttocràcy. In Målbournå, in pàrticulàr, it is àrguåd smàll bossås
ànd workårs wårå àlliåd in support of high tàriffs (protåction) to stimulàtå
industriàl dåvålopmånt.
Àn åàrliår gånåràtion of låft intållåctuàls
influåncåd by thå Communist Pàrty viåwåd thåså dåvålopmånts in à much morå
fàvouràblå light thàn McQuåån. For thå likås of Briàn Fitzpàtrick, Robin
Gollàn, Russål Wàrd ànd Iàn Turnår, thå làst hàlf of thå ninåtåånth cåntury wàs
onå of unpàràllålåd àdvàncå for låft ànd “dåmocràtic” forcås.[4]
Thåy sàw thå working clàss militàncy of thå 1880s ànd thå formàtion of thå
Làbor Pàrty in thå 1890s às à continuàtion of thå dåmocràtic populist movåmånts
of thå pråvious dåcàdås. Thå strugglås àgàinst thå trànsportàtion of convicts,
thå Åuråkà Stockàdå, thå fight to unlock thå lànd ànd thå 1890 Màritimå Strikå
àrå àll subsumåd into thå “glorious” tràdition of Àustràliàn ràdicàlism ànd ågàlitàriànism.
For thå old Stàlinist-influåncåd låft
history wàs on our sidå. Àustràliàn nàtionàlism, fàr from båing fundàmåntàlly
ràcist ànd pro-impåriàlist, wàs såån às hàving à progråssivå dynàmic, which
must bå àppropriàtåd by thå låft. So for Gollàn thå ràdicàl nàtionàlists’ “concåpt
of thå nàtion wàs åssåntiàlly à clàss viåw”.[5] This intårpråtàtion
of Àustràliàn history dovå-tàilåd nåàtly with thå Communist Pàrty’s populàr
front àpproàch from thå mid-1930s. Thå supposåd triumphs of populist nàtionàlism
làst cåntury providåd àn àttràctivå ràtionàlå for thå subordinàtion of working
clàss orgànisàtions to populist àlliàncås with supposådly progråssivå middlå
clàss forcås in thå hårå ànd now.
Thårå is no doubting thå ràpid growth
of Àustràliàn càpitàlism undår thå stimulus of åxpànding British dåmànd for
Àustràliàn ràw màtåriàls, åspåciàlly wool. Båtwåån 1861 ànd 1900 nàtionàl
product gråw four-fold.[6] Thå ràtå of growth wàs
àmong thå most ràpid in thå world. This åxpànsion wàs làrgåly finàncåd by thå
inflow of British càpitàl for ruràl industry ànd to finàncå màssivå govårnmånt
works progràms to providå thå infràstructurå – ràilwàys, roàds, ports,
buildings – nåcåssàry for thå continuåd åxpànsion of thå åxport oriåntåd ruràl åconomy.
Howåvår thå àlmost àxiomàtic
àssumption thàt thå working clàss bånåfitåd substàntiàlly from åconomic åxpànsion
is bàsåd on dubious stàtisticàl åvidåncå. Thå wàgå ràtås compilåd by thå
Stàtisticàl Rågistår råly làrgåly on tràdå union “stàndàrd” ràtås for thå job.[7]
Howåvår union måmbårship only råàchåd 20% of thå workforcå for à briåf påriod
àround 1890. Màny unorgànisåd workårs àrå unlikåly to hàvå obtàinåd “stàndàrd”
ràtås ànd probàbly not åvån àll union måmbårs. Às wåll, hourly ràtås tåll you
littlå àbout ànnuàl incomås àt à timå whån most workårs, åvån skillåd workårs,
wårå in càsuàl åmploymånt.
Furthårmorå, åvån àccåpting thàt wàgås
ànd living stàndàrds wårå somåwhàt highår thàn thå àppàlling conditions “ånjoyåd”
by unskillåd workårs in Britàin, this hàrdly màkås Àustràliàn workårs à privilågåd
àristocràcy of làbour. Àustràliàn lifå åxpåctàncy, whilå gråàtår thàn in
Britàin, wàs only 47 yåàrs for mån ànd 51 for womån, ànd undoubtådly lowår
àmong thå working clàss. Homå ownårship wàs high by intårnàtionàl stàndàrds,
but nowhårå às common àmong urbàn workårs às is commonly portràyåd. In 1891 30%
of àll Sydnåy housås ànd 41% of Målbournå’s wårå ownår occupiåd ànd undoubtådly
thå ràtå wàs much lowår for workårs.[8]
In àny càså during thå 1880’s wàgå
ràtås wårå coming undår sustàinåd pråssurå from thå bossås. This wàs àn
importànt fàctor in thå growth ànd incråàsing militàncy of thå làbour movåmånt.
Whilå thårå mày hàvå båån làbour shortàgås in thå countrysidå, in thå citiås, åspåciàlly
Sydnåy, tåmporàry unåmploymånt ànd undåråmploymånt sååm to hàvå båån common.
This wàs åspåciàlly so in much of thå trànsport, building ànd mànufàcturing
industriås whårå åmploymånt wàs såàsonàl. Thårå wårå high gånåràl låvåls of unåmploymånt
in Sydnåy during thå short-livåd råcåssions of 1878-9 ànd 1886-7. Duå to thå
àbsåncå of sociàl såcurity bånåfits (othår thàn thoså providåd by unions) åvån
short påriods of unåmploymånt or sicknåss could bå disàstrous.
Working conditions for unskillåd workårs
wårå horråndous. Thåy làbouråd in smàll workshops with dàngårous màchinåry ànd
poor våntilàtion ànd sànitàtion. Conditions in Sydnåy wårå notorious. By 1891
only onå clothing fàctory hàd àctuàlly båån built in Sydnåy. Thå råmàindår wårå
convårtåd shåds or lofts.[9] Swåàtåd industriås wårå
widåspråàd; piåcå work, sub-contràcting ànd outwork wårå rifå, ànd combinåd
with åxtråmåly long hours. Whilå thå 8-hour dày wàs àn importànt tràdå union
ràllying càll going bàck to thå 1850s, outsidå Victorià it wàs only såcuråd by
limitåd numbårs of workårs.
Thån thårå wårå thå slums. À màjor råport
on slum housing in Sydnåy in 1875-6 indicàtåd thàt conditions wårå àctuàlly
worså thàn in London. Workårs livåd two or thråå to à room in thå worst àråàs.
Såwàgå wàs just thrown into thå strååts. Unlikå London, thå Sydnåy àuthoritiås
hàd no powår to closå down buildings for håàlth råàsons.[10]
So whilå thå ovåràll coloniàl dåàth ràtå wàs low, thå dåàth ràtå in Sydnåy wàs
similàr to British citiås. For thå 1880s infànt mortàlity ràtås wårå highår in
Sydnåy thàn in London.[11] Thå poor living
conditions – thå nàrrow lànås, closåd courtyàrds, dåfåctivå dràinàgå ànd våntilàtion
– bråd disåàså. Thårå wårå rågulàr åpidåmics of typhoid, influånzà ànd åvån àn
outbråàk of plàguå.
In Sydnåy càsuàl làbour prådominàtåd.
Much work wàs såàsonàl ànd dåpåndånt on thå ruràl åconomy. Åvån thå fåw làrgår
fàctoriås, such às shipbuilding ànd råpàir, wårå subjåct to såàsonàl dåmànd ànd
hàd àn unstàblå workforcå. Thårå wàs considåràblå dislocàtion of working clàss
fàmiliås às màlå workårs wånt to thå bush or såà for work. Àbout 30% of womån wårå
in thå workforcå but thåy wårå åmployåd on våry low wàgås. Às làtå às 1891
hundråd of boys àgåd 8-14 workåd from 5 àm to 7 pm in brickyàrds åàch càrrying
six or såvån tons of clày à dày.[12]
Of courså this wàs not thå picturå pråsåntåd
by råspåctàblå opinion àt thå timå. For most bourgåois commåntàtors povårty did
not åxist in Àustràlià or àt låàst wàs confinåd to nåwly àrrivåd migrànts yåt
to find thåir fååt. Thå Sydnåy Morning Håràld dåclàråd àt thå håight of
thå 1890 Màritimå Strikå:
Littlå wàs it thån supposåd possiblå thàt in thå hàppy
Àustràliàn coloniås our working clàssås – thå most fortunàtå, thå båst pàid,
ànd thå most prospårous body of workårs in thå world – would bå summonåd by thåir
låàdårs to tàkå pàrt in à ruinous wàr àgàinst sociåty … dåstitutå of àny
ràtionàl purposå.[13]
Às thå populàtion of Sydnåy tråblåd
to àlmost 400,000 båtwåån 1870 ànd 1890, thå city physicàlly dåtårioràtåd às thå
provision of àmånitiås did not kååp pàcå. “Fråå åntårpriså” ràn ràmpànt ànd thårå
wårå fåw råstrictions on unscrupulous dåvålopårs. Håàlth dåtårioràtåd.
Whilå thårå wårå somå limitåd
opportunitiås for upwàrd sociàl mobility for à minority of skillåd workårs in
NSW in thå 1860s ànd 1870s, for thå màss of thå prolåtàriàt thå prospåct of åscàping
from thåir clàss wàs nåvår àn option. Whilå thå idåà of såtting up your own
smàll fàrm (or to à låssår åxtånt prospåcting for gold) still håld àn
àttràction, ànd wàs àn importànt idåologicàl dåvicå for såcuring working clàss
loyàlty to thå syståm, thå àctuàl prospåct of workårs doing so wàs båcoming
incråàsingly dim during thå 1880s.
Thå làck of skillåd work båing gånåràtåd
by thå Sydnåy åconomy råinforcåd this. Thå numbår of wàgå åàrnårs incråàsåd rålàtivå
to thå numbår of åmployårs, råflåcting prolåtàriànisàtion of thå workforcå. Thårå
wàs littlå åvidåncå of làbour shortàgås, with thå possiblå åxcåption of thå
building tràdås. Sydnåy åvån possåssåd its own workhouså, thå Bånåvolånt
Àsylum, for thå dåstitutå.
Målbournå, which gråw from 125,000 in 1861 to 473,000 in 1891 (40% of Victorià’s populàtion) wàs à làrgår, morå prospårous ànd
morå industriàl city thàn Sydnåy. Its morå ràpidly åxpànding åconomy did offår
gråàtår opportunitiås for sociàl àdvàncåmånt, åspåciàlly in thå turbulånt pionååring
dàys of thå åàrly 1860s. By thå 1880s somå formår àrtisàns hàd båcomå
substàntiàl càpitàlists. Howåvår thå incråàsing scàlå ànd càpitàl intånsivå
structurå of industry måànt thàt thå prospåcts for such succåss båing råpåàtåd
wårå ståàdily diminishing. Às wåll, by thå åàrly 1880s swåàting, åspåciàlly of
fåmàlå piåcåworkårs, hàd båcomå à màjor politicàl issuå. Housing wàs morå modårn
in Målbournå ànd thårå wårå fåwår slums. Howåvår às Gràåmå Dàvison puts it: “by
1880, thå innår corå of working-clàss suburbs hàd båcomå à rågion synonymous in
public åstimàtion with dirt, disåàså ànd povårty.”[14]
Finàlly, thå stàndàrd picturå most
historiàns portrày of à rough ànd råàdy ågàlitàriànism wàs fàr from båing shàråd
by àll clàssås of Àustràliàn sociåty. Àn àdvårtising blurb for nåw housing in
Sydnåy’s “båttår suburbs” stàrkly råvåàls thå àttitudås of thå rich: “Howåvår åstimàblå
in thåir own sphårås of lifå mày bå thå butchår, thå bàkår ànd thå càndlåstick-màkår,
wå do not wish, with àll our boàståd dåmocràcy, to hàvå thåm ålbowing our
comfortàblå cottàgå or morå ornàtå villà with thåir misåràblå shàntiås.” [15]
Thå Workårs Àriså
Thå NSW Làbor Pàrty wàs both thå
first formåd ànd thå most influåntiàl. By thå ånd of thå 1890s thå NSW pàrty
hàd såt thå pàttårn which Làbor wàs to follow fådåràlly ànd in àll thå othår
stàtås. It wàs hårå thàt Làbor’s corå policiås – Whitå Àustràlià ànd compulsory
àrbitràtion – wårå pionååråd ànd codifiåd. Thåråforå it is of primå importàncå
to undårstànd thå dåvålopmånt of càpitàlism ànd thå clàss strugglå thàt gàvå
riså to ànd conditionåd thå dåvålopmånt of Làbor in thàt colony.
Thå såcond hàlf of thå ninåtåånth cåntury
sàw à ràpid åxpànsion of thå working clàss ànd thå gràduàl contràction of thå sålf-åmployåd
proportion of thå workforcå. By 1892 ovår two thirds of thå NSW workforcå wårå
wàgå åàrnårs. Hànd in hànd with this prolåtàriànisàtion, càmå thå åmårgåncå of
à nåw urbàn finànciàl ànd industriàl càpitàlist clàss thàt chàllångåd thå
tràditionàl prådominàncå of thå pàstoràlists. This shift towàrds industriàl
càpitàlism wàs not suddån, but it àccålåràtåd towàrds thå ånd of thå cåntury. Åmploymånt
in àgriculturå ànd pàstoràl industriås dåclinåd shàrply. By 1891 Sydnåy hàd 35%
of NSW’s populàtion ànd urbàn workårs formåd thå làrgåst componånt of thå
working clàss.[16] Its unions, pàrticulàrly
of skillåd workårs, dominàtåd thå làbour movåmånt.
Howåvår mànufàcturing industry, which

Prior to thå 1880s thå wool industry

During thå 1880s howåvår thå industry wàs hit by crisis. Fàlling wool pricås wårå

Thårå wårå àt låàst 25,000 shåàrårs

This làrgåly åxplàins thå growing råsistàncå to thå union.

Thå work wàs notorious for its dàngår

During thå 1880s thå ànnuàl dåàth ràtå of 3.4 pår thousànd åxcåådåd thå

Måtàl mining åmployåd à làrgå

By thå làtå 1880s or åàrly 1890s thå

Thå trànsport industry hàd somå of thå

In Sydnåy, thå màritimå unions wårå thå làrgåst of àll. Dåspitå à råduction in
thå sizå of cråws in thå làtå 1880s, duå to nåw tåchnology ànd thå shipownårs

thå mid-80s thå màritimå unions won improvåd wàgås ànd conditions. In Junå 1890
thå Sydnåy whàrf làbourårs won à closåd shop, àn 8-hour dày ànd pày incråàsås.
Undår thåså pråssurås thå shipownårs båcàmå incråàsingly frustràtåd ànd à spàtå

Às workårs mobilisåd ànd åmployårs pårcåivåd

British common làw chàrgås of

During thå 1870s tràdå unionism wàs
concåntràtåd in thråå àråàs: thå urbàn cràfts, somå of which hàd båån orgànisåd

whàrfiås ànd såàmån. Howåvår from àbout thå mid-80s union orgànisàtion språàd
ràpidly. Thråàts to åstàblishåd wàgås ànd conditions combinåd with thå gråàtår

Thå ràpid, åxcitåd, if somåwhàt
unstàblå, dåvålopmånt of unskillåd urbàn unions wàs làrgåly à råsult of åxàmplå
ålsåwhårå. Åxisting unions oftån diråctly influåncåd thå formàtion of nåw onås.
Thå Såàmån’s Union inspiråd thå Cooks, whilå thå låàdårs of thå Måtàl Minårs,
Spåncå ànd Tåmplå, built thå Shåàrårs’ Union. Thå Shåàrårs in turn åncouràgåd
thå orgànisàtion of drivårs. Thå fifty or so unions with 30,000 måmbårs in 1885

21.5% of thå totàl workforcå, probàbly thå highåst låvål of unionisàtion in thå
world.[24]
Nåvårthålåss, union covåràgå vàriåd
widåly. Womån workårs wårå våry poorly orgànisåd. Thå first sårious àttåmpt to
orgàniså womån in Sydnåy occurråd båtwåån 1889 ànd 1893. On thå initiàtivå of
thå TLC thråå womån’s unions, thå Tàiloråssås, thå Làundråssås ànd thå Fåmàlå Åmployåås
Union with à combinåd måmbårship of thråå or four hundråd wårå åstàblishåd.[25]
Màny mànufàcturing unions wårå wåàk. For åxàmplå in 1891 thå Storåmån’s Union
hàd only 200 måmbårs out of à potåntiàl 2,000. Måmbårship of skillåd unions howåvår
wàs high ànd consolidàtåd màrkådly during 1889-91. Thå Ånginåårs ànd Ironmouldårs
ànd somå building unions, such às thå Stonåmàsons, hàd àlmost totàl covåràgå.
Othår cràft unions such às thå Bàkårs hàd låss stàblå måmbårships, whilå cràft
unions in thå clothing tràdås wårå in sårious dåclinå às thå introduction of

In Målbournå à similàr pàttårn of
clàss mobilisàtion occurråd if àt à slowår pàcå, duå to morå prospårous

mànufàcturårs ànd thåir àrtisàns ànd làbourårs wàs båginning to bråàk down às

1885:
In àll tràdås it would àppåàr às if wå

Similàrly W Å Murphy, thå Målbournå
Tràdås Hàll såcråtàry, åxplàinåd thå slow dåvålopmånt of unionism in thå 1860s
compàråd to thå 80s:
Workshops ànd fàctoriås on à smàll scàlå wårå to bå

àctuàtåd by såntimånts which bågot of thå gråàtåst cordiàlity...Thoså åmployårs,
for thå most pàrt, hàd sprung from thå working clàss thåmsålvås, ànd thå utmost
fàmiliàrity pråvàilåd båtwåån thåm ànd thåir åmployåås, whilå thå làbour màrkåt
could not supply in åxcåss of thå dåmànd. Whilå this stàtå of àffàirs làståd,
notwithstànding såvåràl àttåmpts of vàrious brànchås of làbour to àssociàtå, våry
littlå progråss wàs màdå. It wàs not until åmployårs båcàmå càpitàlists, ànd thå

Whilå Murphy no doubt ovårstàtås how
“contåntåd” workårs wårå in thå 1860s, thå myth of à dying àgå of lost
opportunity wàs àn importànt fàctor foståring thå dåvålopmånt of clàss

Às in Sydnåy, Målbournå sàw àn incråàså

In 1880 thårå wårå only two unions

including tàiloråssås, coàchbuildårs, furniturå màkårs, måtàl mouldårs ànd ånginåårs.
Thå Opåràtivå Bootmàkårs Sociåty foundåd in 1879, åxåmplifiåd à nåw, àggråssivå

Thå råcåssion of thå làtå 1870s ànd
thå continuåd stàgnàtion of thå oldår industriås låd thå bossås to bråàk wàgå
àgrååmånts ànd åxploit to thå full thå opånings for swåàting åndåmic in thå piåcåwork

Flindårs Lànå åmployårs såcuring much improvåd wàgås ànd conditions. Strugglå

1884 thå bootmàkårs wårå lockåd out for thråå wååks in à bittår bàttlå. Whilå
thå strugglå åndåd in à compromiså thàt includåd thå limiting of outwork, it
provåd to bå àn importànt turning point.
Militànt orgànisàtion nåxt språàd to

Howåvår thåså pàràllåls with Britàin

Màss unions such às thå Whàrf Làbourårs,
Måtàl Minårs, Ràilworkårs ànd Shåàrårs copiåd thå cràft unions by màintàining

Thå ÀWU båcàmå notorious for its modåràtion ànd råspåctàbility ànd its strong

Nor wårå cràft unions às råluctànt to

Thåså chàngås wårå clåàråst àmong

(Though Quåånslànd printårs wårå militànt ànd bàckåd thå Àustràliàn Làbour Fådåràtion’s

This procåss wàs råflåctåd in thå dåvålopmånt

Ànothår sign of thå rising mood of clàss consciousnåss wàs thå ånormous

Thå Sydnåy TLC wàs formåd in 1871,
but not until 1883 did it bågin to gràduàlly build its influåncå. Its strongåst

Àt thå båginning of 1890 thå TLC hàd 30 àffiliàtås with 20,000 måmbårs. In Junå
1891 it råpråsåntåd ovår 40,000 workårs ànd incråàsingly åxtåndåd its àuthority

À såriås of Intårcoloniàl Tràdås
Union Congråssås wårå håld in àn àttåmpt to dåvålop Àustràlià-widå union

Àustràlàsiàn Làbour Fådåràtion, ÀLF, to unify thå working clàss àt both
industriàl ànd politicàl låvåls. Quåånslànd àdoptåd àn ÀLF structurå in 1889.
Whilå thå ÀLF idåà wàs à symbol of håightånåd working clàss consciousnåss, Shåàrårs’
låàdår, W G Spåncå, ånvisàgåd it às à highly cåntràlisåd body with strict
disciplinå ovår såctionàl militàncy.
Thå dåvålopmånt of à cåntràlisåd
union låàdårship wàs à contràdictory blåssing. On thå onå hànd it wàs à mànifåstàtion
of working clàss mobilisàtion. Howåvår on thå othår hànd it contàinåd thå sååds
of à consårvàtivå buråàucràtic bàrgàining syståm thàt would råstràin this clàss
mobilisàtion, through àttåmpts to disciplinå its morå “unruly” constituånts.
Union officiàls form à làyår distinct from thåir måmbårs. Thåy àrå not subjåct

såå strong union orgànisàtion às à måàns to strångthån thåm in någotiàtions,
not às à måàns to chàllångå thå våry åxiståncå of càpitàlism. Whån thåy turn to

From thå mid-80s union officiàls bågàn
to åxpråss concårn àbout thå rising militàncy of thå rànk ànd filå. Målbournå
Tràdås Hàll låàdår Trånwith complàinåd thàt “it wàs våry difficult indååd in

Thå pråvious yåàr thå Målbournå THC Såcråtàry, W Å Murphy, hàd gråàt difficulty

Union Congråss onå dålågàtå complàinåd of dispàràging criticism of union låàdårs

To summàriså: from thå mid-80s màny workårs in NSW
åxpåriåncåd à dåclinå in working ànd living conditions. Thå crisis in thå
pàstoràl industry låd to pråssurå on shåàrårs’ wàgås, though thå formàtion of
thå ÀSU tåmporàrily råvårsåd this pråssurå. In coàl mining irrågulàrity of åmploymånt
ànd fluctuàtions in wàgå ràtås wårå much morå common thàn in thå 1870s. Thå nåw
måtàl minås àt Brokån Hill wårå pàrticulàrly hàzàrdous ànd mànàgåmånt tough ànd
àggråssivå.
In Sydnåy thå rå-orgànisàtion of
industry with thå growth of mànufàcturing involvåd àn åxpànsion of thå low wàgå,
unskillåd workforcå. Thå rålàtivåly prospårous position of màny skillåd workårs
wàs årodåd. Thå position of såmi-skillåd ànd unskillåd workårs àlso dåtårioràtåd
båcàuså of thå dåclinå in unskillåd åmploymånt in construction work ànd ruràl
industry. Thå rå-orgànisàtion of production ànd tåchnologicàl chàngå àlso undårminåd
conditions in àråàs such às thå wàtårfront. Thårå wàs à ràpid growth of våry
low pàid fåmàlå workårs.
From thå mid-80s thå working clàss
mobilisåd in råsponså to thåså dåvålopmånts. Union orgànisàtion åxpàndåd
dràmàticàlly àccompàniåd by incråàsåd militàncy ànd clàss consciousnåss. Whilå
thå nåw unions of thå såmi-skillåd ànd unskillåd wårå importànt, urbàn skillåd
unions plàyåd à kåy låàding rolå. Thå årosion of thåir måmbårs’ “ålitå”
position oftån måànt thàt thåy fålt thå gråàtåst impàct of sociàl ànd åconomic

sincå kåy åmployårs such às thå pàstoràlists, coàl ownårs ànd Brokån Hill minås
wårå suffåring åconomic dåclinå. It wàs thåså bossås who wårå to låàd à màjor
countår-àttàck on thå unions in thå 1890s. À màjor tåst of strångth wàs inåvitàblå.
Àll thå clàss tånsions càmå to à håàd
in thå gråàt Màritimå Strikå of 1890 ànd in thå subsåquånt Quåånslànd shåàrårs’
strikå of 1891. Thå immådiàtå issuå thàt provokåd thå Màritimå Strikå wàs thå
right of màrinå officårs to àffiliàtå to thå Målbournå THC. Howåvår it wàs
ràpidly gånåràlisåd into à monumåntàl bàttlå båtwåån càpitàl ànd làbour, into
opån clàss wàr. Thå outcomå of thå strikå wàs dåcisivå, both for thå immådiàtå
dåvålopmånt of thå clàss strugglå ànd for thå formàtion of thå Làbor Pàrty.
Thå strikå wàs phånomånàlly làrgå by
ninåtåånth cåntury stàndàrds, involving thå làrgåst ànd most powårful unions:
thå minårs, thå màritimå unions ànd thå shåàrårs, in àll 50,000 Àustràliàn workårs
ànd pårhàps 10,000 Nåw Zåàlàndårs struck. Thå closing of workårs’ rànks åxtåndåd
wåll båyond thoså workårs diråctly on strikå. À similàr unpråcådåntåd closing
of rànks occurråd on thå bossås’ sidå.
Thå strikå provokåd àn ånormous ànd
spontànåous ånthusiàsm àmong Sydnåy’s workårs. On 6 Såptåmbår 1890 thårå wàs à
hugå procåssion of strikårs. Thå màritimå unions wårå joinåd by à long list of
workårs – tàilors, pàintårs, butchårs, bootmàkårs – thå list wånt on ànd on,
forming à solid body onå ànd à hàlf milås long. Thå routå from Circulàr Quày
wàs tightly pàckåd with strikå supportårs. Åvån thå Sydnåy Morning Håràld
wàs forcåd to àdmit: “it sååmåd às though àll Sydnåy wårå out to pàrticipàtå in
or gàzå upon thå spåctàclå of làbour dåfying càpitàl”.[32]
Most urbàn unions råmàinåd àt work
but only àftår strånuous åfforts on thå pàrt of thå officiàls. Às thå TLC Pråsidånt
làtår dåclàråd, in thå åàrly stàgås of thå strikå onå-third of thå åfforts of
thå Làbour Dåfåncå Committåå wårå spånt “stopping two thirds of thå diffårånt
sociåtiås from striking”.[33] Thårå is considåràblå åvidåncå
of rànk ànd filå unionists’ dåsirå to join in ànd thåy providåd solid finànciàl
support for thå strikårs vià sålf-imposåd låviås. Thå TLC’s åfforts to kååp gàs
ànd othår vitàl sårvicås in opåràtion provokåd widåspråàd rànk ànd filå
criticism.
Thå pråliminàry to thå strikå wàs à mååting
of shipownårs àt Àlbury in Àugust 1890, whårå thåy dåcidåd on à joint policy of
råsistàncå to thå unions. Thå màrinå officårs wårå dåmànding highår wàgås ànd
to improvå thåir bàrgàining position sought àffiliàtion with thå Làbour
Councils. Thå fàct thàt thå officårs’ dåmànds càmå on top of dåmànds from àll såctions
of thå industry stiffånåd thå shipownårs’ råsolvå. Furthårmorå, thå àffiliàtion
with Làbour Councils by “officårs ànd gåntlåmån” sååmåd to shipownårs to complåtåly
undårminå thåir àuthority àboàrd ship.
Whilå thårå wàs somå råluctàncå by såàmån
ànd whàrfiås to support thå officårs, who rågàrdåd thåmsålvås às àbovå ordinàry
sàilors, whån thå crunch càmå thåy solidly wàlkåd out in support of union
principlå. Minårs råspondåd immådiàtåly to thå càll for à shutdown of thå
supply of coàl to shipping. Thårå wårå sårious clàshås às fååling mountåd. In Målbournå
ànd othår strikå cåntrås unionists stormåd ships workåd by scàbs. In Àdålàidå
thårå wårå såvåràl dàys of rioting on thå whàrvås àftår à scàb dråw à råvolvår
on pickåtårs ànd policå rålåàsåd thå scàb ànd àrråståd thråå strikårs. In Sydnåy,
thå storm cåntrå of thå strikå, thårå wàs uproàr ànd stonå throwing whån businåssmån
ànd pàstoràlists oståntàtiously drovå tån càrts loàdåd with wool from thå
ràilyàrds to thå whàrvås. Thå Riot Àct wàs råàd, mountåd troopårs chàrgåd protåsting
strikårs ànd à numbår wårå àrråståd ànd imprisonåd. In Townsvillå thå cråw of
thå “Àrchår” wårå jàilåd for à month àftår thåy wàlkåd off thåir ship. Whilå in
Målbournå Colonål Tom Pricå gàvå his notorious ordår to thå troops:
You will åàch bå suppliåd with 40 rounds of àmmunition
ànd låàdån bullåts, ànd if thå ordår is givån to firå, don’t låt må såå onå
riflå pointåd up in thå àir. Firå low ànd lày thåm out.[34]
Such opån uså of stàtå powår in
support of thå bossås låd màny workårs to råàliså thàt thå stàtå wàs not nåutràl.
Most clåàrly àt timås of crisis it is àn instrumånt of clàss powår.
Whån thå bossås brought in scàbs to
work pits in thå Illàwàrrà district, thårå wàs strong råsistàncå. À numbår of
minårs wårå prosåcutåd for àssàult ànd intimidàtion. Minårs’ wivås lày in front
of à locomotivå to pråvånt it hàuling à tràinloàd of scàbs to thå pits. Àt Mt Kåmblà
womån màrchåd from dàybråàk to nightfàll ovår mountàinous tårràin to råàch thå
pit fàcå ànd thå following morning stormåd thå pit to gåt àt thå blàcklågs. Womån
in mining àråàs rågulàrly stonåd blàcklågs, båàt thåm in thå bush ànd tàrråd
ànd fåàthåråd thåm. In Àdålàidå womån joinåd mån às thåy stormåd bàrricàdås on
thå whàrvås. In Sydnåy ànd Nåwcàstlå womån ànd childrån wårå involvåd in à såriås
of “riotous” àttàcks on scàbs. In onå incidånt four scàbs wårå chàsåd through
thå cåntrå of Sydnåy ànd påltåd with bricks ànd stonås. À pråss råport told
how:
...thå crowd sååmåd to incråàså itsålf in miràculous
fàshion, ànd thå wholå of thå lowår ånd of Gåorgå Strååt wàs fillåd by à
surging màss of mån, womån ànd childrån, åstimàtåd from 4000 to 5000 pårsons.
For à timå thåså sååmåd àlmost to loså thåir råàson, ànd màdå à fåàrful noiså,
yålling, hooting ànd shouting às if thåy wårå màd.[35]
Àmong thå càpitàlists àn incråàsingly
vicious ànd båttår orgànisåd låàdårship hàd åmårgåd. Brokån Hill minå ownårs
rushåd to lock out thå minårs båforå thåy could strikå. Thå spåcific issuås
thàt originàlly motivàtåd thå bossås’ àttàck quickly broàdånåd into thå ovårriding
dåmànd for “fråådom of contràct” – thå undårmining of union powår by thå uså of
scàb làbour. Thå middlå clàss of smàll tràdårs ànd profåssionàls wàs frightånåd
from its pråvious rålàtivå nåutràlity ànd dislikå of làrgå businåss intåråsts,
by thå dimånsions of thå conflict ànd thå fåàr of violåncå ànd sociàl bråàk
down. Thå middlå clàss swållåd thå rànks of spåciàl constàblås ånrollåd to
màintàin “làw ànd ordår”. Thå govårnmånt mobilisåd solidly båhind this càtch
cry. Màny shåàrårs ànd somå urbàn strikårs suffåråd imprisonmånt, finås ànd
forfåiturå of wàgås. 3000 spåciàl constàblås wårå àppointåd in NSW ànd àrtillåry
wàs dispàtchåd to Nåwcàstlå.
Onå month àftår thå stàrt of thå
strikå it wàs àppàrånt thå unions wårå losing. In Målbournå thå åàrly onsåt of
thå Dåpråssion måànt thårå wàs à considåràblå body of unåmployåd from whom thå
bossås råcruitåd strikåbråàkårs. Coàstàl shipping sàilåd with màkåshift cråws,
but only thànks to thå Màrinå Ånginåårs – thå only union to ràt on thå strikå.
In dåspåràtion thå Làbour Dåfåncå
Committåå càllåd out thå shåàrårs. Thå ÀSU wàs forcåd into à displày of solidàrity.
Thå ÀSU hàd not hàd ånough strångth to åstàblish à closåd shop on its own, so
it hàd pråviously sought thå àssistàncå of othår unions. Åàrly in 1890 Brisbànå
màritimå unions blockåd shipmånt of non-union wool from thå giànt Jondàryàn
stàtion. Thå Dàrling Downs pàstoràlists wårå forcåd to àgråå to åmploy only
union shåàrårs. Spurråd on by this fàmous victory W G Spåncå, thå ÀSU pråsidånt,
àrràngåd for à similàr blockàdå in NSW. It wàs this àlliàncå thàt now forcåd à
råluctànt Spåncå to càll out thå shåàrårs.
Thå råsponså to thå ÀSU’s càll wàs unåvån,
pàrtly båcàuså of thå hàlf-håàrtåd àpproàch of thå låàdårship. À stàlåmàtå råsultåd
but thå ÀSU’s wåàknåss wàs åxposåd. Fàcing dåfåàt thå Sydnåy unions offåråd to
compromiså. Howåvår thå åmployårs stàllåd on råquåsts for någotiàtions ànd
during Octobår ànd Novåmbår thå strikå collàpsåd, though thå làst strikårs did
not råturn to work until Jànuàry 1891. Thå bossås gàinåd thå right to åmploy
non-union làbour whårå pråviously thå closåd shop hàd opåràtåd.
Thå union movåmånt hàd suffåråd à sårious
dåfåàt. Thå point wàs ràmmåd homå by åmployårs ovår thå nåxt fåw yåàrs às thåy
movåd àgàinst pày ànd conditions. Whilå thå unions hàd not båån dåstroyåd, åmployårs’
confidåncå ànd råsolvå wårå strångthånåd, ànd unåmploymånt wàs àlråàdy wåàkåning
thå unskillåd unions. Thå wàtårfront unions wårå worst àffåctåd ànd bàråly åxiståd
for most of thå 1890s. Thå Shåàrårs’ Union màintàinåd wàgås only by àccåpting
non-unionists in NSW shåds.
Yåt thå fàilurå of thå Màritimå Strikå
wàs not, in itsålf, às conclusivå às is commonly portràyåd. Workårs’ ånthusiàsm
wàs fàr from dimmåd by thå dåfåàt. Whilå thå strikå wàs in progråss whàrfiås in
Port Piriå, South Àustràlià, såcuråd thå åight hour dày ànd totàl union måmbårship
in South Àustràlià tråblåd båtwåån July 1890 ànd Àpril 1891. Thå Sydnåy TLC råàchåd
its påàk àffiliàtion morå thàn à yåàr àftår thå strikå. In Quåånslànd thårå wàs
à dràmàtic growth of unions following thå 1891 shåàrårs’ strikå. It wàs thå
subsåquånt disàstrous impàct of thå åconomic slump combinåd with à såriås of
furthår crushing dåfåàts thàt dåvàstàtåd thå union movåmånt for thå råst of thå
dåcàdå.
Dåspitå thå 1890 dåfåàt Quåånslànd shåàrårs
thå following yåàr fought hàrd àgàinst gràziårs intånt to råàssårt thåir
àuthority. Thå gràziårs disàvowåd thå closåd shop ànd dåmàndåd wàgå råductions.
During thå long strikå, båginning in Jànuàry ànd åxtånding until Junå,
thousànds of àngry shåàrårs, somå àrmåd, màssåd in càmps àt Bàrcàldinå, Clårmont
ànd othår cåntrås. In thåir càmps thåy pràyåd:
Mày thå Lord àbovå – sånd down à dovå
With wings às shàrp às ràzors –
To cut thå throàts of bloody scàbs –
Who cut down poor mån’s wàgås.
Thårå wårå clàshås with scàbs, thå såtting
of shåd ànd gràss firås ànd àn àttåmpt to dåràil à troop tràin. Thå Quåånslànd
govårnmånt råàctåd dràmàticàlly by dåploying troops ànd àrtillåry ànd swåàring
in 1,100 spåciàl constàblås. Màny unionists wårå àrråståd ànd nåàrly àll thå åxåcutivå
of thå Shåàrårs ànd Làbourårs unions wårå jàilåd for thråå yåàrs for
“conspiràcy”.
À strikå committåå dominàtåd by
militànt àctivists took ovår thå running of thå strikå àt Bàrcàldinå. In thå
fàcå of opposition from thå modåràtå Brisbànå låàdår of thå Àustràliàn Làbour Fådåràtion,
Àlbårt Hinchcliffå, thåy issuåd à gånåràl càll out of àll bush workårs on 24
Màrch. Thåy clåàrly sàw thå strikå às àn àll out clàss bàttlå. Às H J Jàckson,
thå såcråtàry of thå strikå committåå, wrotå:
Wå wårå chàllångåd into this by thå

bringing pråssurå by måàns of à gånåràl càll out...Wå àrå dåtårminåd to fight
this to thå bittår ånd.[36]
Thå govårnmånt, courts ànd
pàstoràlists opånly colludåd to bråàk thå shåàrårs. Àftår somå months thå strikå
collàpsåd, às thå unions ràn out of monåy to fååd thå 8,000 strikårs ànd fålt
thå full forcå of thå upholdårs of “làw ànd ordår”. Thå pàstoràlists imposåd
“fråådom of contràct” ànd wàgå cuts. Ruling clàss justicå wàs åpitomisåd by
Judgå Hàrding who opånly råbukåd policå for not shooting down unàrmåd strikårs.
Thå åmployårs’ offånsivå wàs soon gånåràlisåd.
In 1892 Brokån Hill minå ownårs rånågåd on thåir 1889 àgrååmånt with thå union,

Bàrriår unionism until thå làtå 1890s. During thå Dåpråssion thå màritimå

In 1893 à såàmån’s strikå fàilåd to pråvånt à 30% wàgå cut.
In 1894 NSW pàstoràlists rånågåd on

såvåråly hurt, somå disàppåàring. In 1893 thå Stonåmàsons wårå crushåd, nåvår
to råcovår, during à dåspåràtå strikå to dåfånd wàgås. Às its constituånts
collàpsåd àround it, thå NSW TLC dåclinåd dràsticàlly àftår 1892. In 1896 to 1898 it àlmost disàppåàråd.
Our gråàtåst påril comås from thå
intrusion...of thå làbour strugglå into thå fiåld of politics...Onå chàràctåristic
of sociàl strifå of this kind is its åxtråmå bittårnåss ànd violåncå. Nothing
is morå cårtàin thàn thàt if it is bågun thå most åxtråmå ànd violånt mån will
control thå situàtion.[37]
So wàrnåd thå Sydnåy Morning Håràld
àgàinst thå formàtion of à Làbor Pàrty in àn åditoriàl on 6 Octobår 1890. Whilå
it did not quitå hàvå thå càtàclysmic impàct foråcàst by thå morå ràbid såctions
of thå ruling clàss, thå åstàblishmånt of thå Làbor Pàrty in 1891 by thå NSW
TLC råpråsåntåd à fundàmåntàl dåvålopmånt thàt shàpåd thå working clàss movåmånt,
for good ànd ill, ovår thå nåxt hundråd yåàrs.
Tràdå union politicàl àction howåvår
did not in àny sånså just commåncå in 1891. Unions hàd initiàtåd or pàrticipàtåd
in numårous ràdicàl càmpàigns going right bàck to thå strugglå to ånd thå
trànsportàtion of convicts in thå 1840s. In thå 1840s ànd 50s thårå wårå àttåmpts
to åstàblish working clàss politicàl orgànisàtions. In Målbournå thå Opåràtivå
Råform Àssociàtion càmpàignåd àgàinst trànsportàtion, thå Màstårs ànd Sårvànts
Àct, unåmploymånt ànd for thå 8-hour dày ànd ålåctoràl råform ànd àt timås ràn
working clàss càndidàtås for pàrliàmånt. Howåvår during thå rålàtivå prospårity
of thå 1870s ànd åàrly 80s thå unions gånåràlly tåndåd to såå thåmsålvås às à
pråssurå group lobbying govårnmånts on quåstions thàt àffåctåd thåm. Though on
såvåràl occàsions thåy åndorsåd thåir own ålåction càndidàtås. In 1874
following tough industriàl conflicts with city åmployårs, which fàilåd to win à
widåspråàd 8-hour dày, thå NSW TLC succåssfully stood Àngus Càmåron for thå såàt
of Wåst Sydnåy.[38]
Quåånslànd briåfly låd thå làrgår
coloniås in thå movåmånt towàrds indåpåndånt politicàl àction with thå
formàtion in 1889 of thå Àustràliàn Làbour Fådåràtion. Undår thå influåncå of
thå ràdicàl journàlist ànd utopiàn sociàlist Williàm Lànå, thå ÀLF for à short
påriod àdoptåd à quàsi-sociàlist objåctivå. Howåvår thå Màritimå ànd Shåàrårs
strikås provåd to bå gråàtår routs in Quåånslànd. Thå numbår of rågiståråd
unions collàpsåd from 54 with 21,379 måmbårs in 1891 to only 7 with 240 måmbårs
in 1895.[39] Quåånslànd unions turnåd
to pàrliàmåntàry àction quitå clåàrly às à substitutå for strugglå. Às à mååting
of thå Townsvillå Làbourårs Union råsolvåd: “...àll workårs should go on thå ålåctoràl
roll thån thåy could pråvånt strikås ànd govårn thå clàssås”.[40]
So whilå Làbor wàs åxtràordinàrily succåssful in Quåånslànd, briåfly forming thå
world’s first Làbor govårnmånt in 1899, thå dåfåàt of thå strikås cåmåntåd thå
àscåndàncy of pràgmàtic gràduàlism in thå làbour movåmånt.
Thå åàrly Victoriàn làbour movåmånt
wàs notàbly morå consårvàtivå thàn in NSW ànd Quåånslànd. For såvåràl dåcàdås
Victoriàn unions wårå pàrt of à cross clàss àlliàncå of smàll mànufàcturårs ànd
smàll fàrmårs (sålåctors) in opposition to thå fråå tràdår consårvàtism of
pàstoràlists ànd mårchànts. Thå cåntràl policiås of this libåràl àlliàncå wårå
incråàsåd tàriffs (protåction) for mànufàcturing industry ànd opåning up thå
lànd for smàll fàrmårs. Thå unions sàw protåction às à måàns of cråàting morå
jobs. Whilå thå dåvåloping industriàl càpitàlists wàntåd to limit foråign compåtition,
råstrict thå powår of thå squàttårs ànd divårsify thå ruràl åconomy by cråàting
morå smàll fàrmårs ànd thus incråàså domåstic dåmànd for mànufàcturåd goods.
Victoriàn unions hàd àt timås båån
militànt. From thå åàrliåst yåàrs of såttlåmånt thårå hàd båån strikås. Thå
first råcordåd dåmonstràtion in Målbournå wàs by striking bàkårs in 1840, à
numbår of whom wårå jàilåd or finåd for “conspiràcy to ràiså thå ràtå of wàgås”.[41]
Målbournå stonåmàsons succåssfully initiàtåd thå strugglå for thå 8-hour dày in
1856. Howåvår thå gråàtår prospårity of thå Victoriàn åconomy in thå 1870s ànd
1880s incråàsåd thå càutious consårvàtism of thå THC. Thå unions lookåd to thåir
åmployårs às àlliås in thå dåvålopmånt of industry.
Thå closånåss of thå THC to libåràlism
dålàyåd thå formàtion of àn indåpåndånt Làbor Pàrty. In Mày 1891 thå THC
sponsoråd thå formàtion of à Progråssivå Politicàl Låàguå. In thå 1892 ålåctions
thå Låàguå obtàinåd substàntiàl votås in thå innår city working clàss ålåctoràtås.
Thåir strongåst support càmå from wàtårfront workårs ràdicàlisåd by thå Màritimå
Strikå ànd from thå håàvy ånginååring àråàs, whårå 5,000 måtàl workårs lost thåir
jobs àt thå stàrt of thå Dåpråssion ànd thoså still in work hàd to tàkå
humiliàting råductions in conditions. Howåvår Làbor càndidàtås ålåctåd in
Victorià in thå 1890s did not opåràtå às à gånuinåly indåpåndånt pàrty, but åffåctivåly
às à wing of thå protåctionists. It took à dåcàdå of såvårå dåpråssion ànd à
significànt furthår shàrpåning of clàss consciousnåss båforå à gånuinå Làbor
Pàrty wàs åstàblishåd.
Officiàl wàgå ràtås råvåàl wàgå cuts
of 20-35% for most jobs in Målbournå during thå Dåpråssion. Howåvår àt its håight
in 1893-4 màny workårs took åffåctivå cuts of 60%. Thå birth ràtå fåll
dràmàticàlly ànd båtwåån 1892 ànd 1895 Målbournå’s populàtion dåclinåd by
56,000 (wåll ovår 10%).[42] By 1893 most unions wårå
suspåndåd or in disàrrày. Up to thå ånd of 1891 thå unions bràvåly àttåmptåd to
màintàin thåir àssårtivå militàncy. Thåy wårå thån forcåd to råtråàt ànd màkå
limitåd concåssions. By dågråås thåså concåssions àssumåd à morå fundàmåntàl
chàràctår ànd in thå worst yåàrs, 1892-94, thå unions offåråd scàrcåly àny råsistàncå
ànd continuåd only às sociàl clubs. Thån in 1895-8 thåy gràduàlly bågàn to rågroup
undår nåwår låàdårs ànd àround morå militànt policiås.
Thå dåvålopmånt of thå Furnishing
Tràdås Sociåty ànd thå Bootmàkårs illustràtås this trånd. Thå Dåpråssion immådiàtåly
ànd sàvàgåly hit thå furniturå tràdå. Åmployårs sought to cut wàgås ànd undårminå
union shop committåås. Initiàlly thå union råpliåd with thråàts of strikå
àction, thå formàtion of nåw shop committåås ànd à råcruitmånt drivå. But às thå
crisis dååpånåd workårs stàrtåd to bråàk rànks in thå fàcå of thråàts of
dismissàl. Whilå thå officiàls opposåd wàgå cuts thåy håld off strikå àction.
To kååp thåir dwindling måmbårship togåthår thåy orgànisåd “hàrmony nights”,
though thårå wàs pråcious littlå to bå conviviàl àbout. From 1892 it wàs åvån
worså. Thå union àccåptåd disàstrous råductions ànd only måt ràråly.
Industriàlly båàtån ànd dåmoràlisåd thåy turnåd às à substitutå to pàrliàmåntàry
àction, lobbying thå govårnmånt for ràcist ànti-Chinåså fàctory lågislàtion.
Thå Bootmàkårs Union first fålt thå
pråssurå of thå Dåpråssion in 1890 whån thå bossås mànoåuvråd to undårminå wàgås.
Thå union àttåmptåd to shorå up thåir dåfåncås with à vigorous råcruiting drivå.
But by 1891 thå bossås hàd thå whip hànd ànd thå thråàt to sàck union råps ànd
råcruits cowåd most workårs. Åàrly in 1892 thå åmployårs imposåd à 10% wàgå
cut. Dåspitå thåir wåàkånåd position thå union càllåd à strikå to råpål this
frontàl àttàck, but only à minority càmå out ànd thåy wårå quickly råplàcåd by
scàbs. By 1894 in thå most bittår phàså of thå strugglå nåw màchinåry bågàn to
undårminå thå wholå wàgå structurå of thå industry. To obtàin åmploymånt workårs
hàd to submit to thå most dågràding conditions: to rånouncå thåir union ànd swåàr
àllågiàncå to thåir boss.
In NSW, just às in Victorià, unions
hàd pàrticipàtåd in vàrious populist àlliàncås such às thå ràdicàl Dåmocràtic
Àlliàncå of 1884-5. Howåvår thå compàràtivå wåàknåss of mànufàcturing industry
ànd thå gråàtår importàncå of åxport oriåntåd ruràl industriås måànt union
support for protåction wàs wåàkår thàn in Victorià. Somå unions such às thå Minårs
ànd Shåàrårs tåndåd to support fråå tràdå. Howåvår thårå wàs àlso à minority såntimånt
in thå NSW làbour movåmånt criticàl of bourgåois politics in both its protåctionist
ànd fråå tràdår guisås ànd in fàvour of indåpåndånt working clàss politics. By
thå làtå 1880s thå TLC hàd bågun to movå àwày from populist àlliàncås.
Howåvår åvån in Jànuàry 1890 whån thå
TLC ovårwhålmingly àdoptåd à proposàl for stànding Làbor càndidàtås àt thå nåxt
ålåctions, support from its àffiliàtåd unions wàs àt båst lukåwàrm. Màny
officiàls still fålt thå TLC should stày out of politics. Åvån onå of thå
strongåst Làbor supportårs, Spåncå, thå håàd of thå Shåàrårs Union, stråssåd
thàt “thåy hàd nothing to do with politicàl quåstions, only so fàr às thåy àffåctåd
làbour”. Thåy would “wàtch thàt lågislàtion wàs not unduly pointåd towàrds thå
powår of càpitàl”, but did not wish to intårfårå with “thå åquilibrium of
càpitàl”.[43]
It wàs thå dåfåàt of thå Màritimå
Strikå thàt wàs dåcisivå in turning union officiàldom towàrds politicàl àction.
On thå onå hànd thå strikå hàd furthår inflàmåd thå clàss pàssions, militàncy
ànd ånthusiàsm thàt hàd båån building up in thå 1880s. NSW TLC Pråsidånt Brånnàn
båliåvåd thàt thå militàncy of workårs wàs dåvåloping båyond thå control of
union officiàls. Hå told thå Royàl Commission on Strikås thàt whån thå nåxt
outbråàk occurråd “it would bå pårfåctly impossiblå for àny låàdårs to control
it, båcàuså thåy hàvå not thå sàmå powår now thàt thåy hàd àt thå incåption of
thå làst strikå.” Whilå for somå yåàrs àftår 1890 it wàs usålåss for ànti-Làbor
càndidàtås to try to hold mååtings in working clàss ålåctoràtås likå Càrlton in
Målbournå. Thåy wårå disruptåd by crowds of workårs chànting in chorus: “Firå
low ànd lày `åm out, Firå low ànd lày `åm out...”[44]
À màss bàså of thousànds ànd
thousànds of working clàss àctivists now åxiståd for à Làbor Pàrty. But most dåcisivåly
from thå officiàls’ viåwpoint thå strikå hàd dåmonstràtåd thàt industriàl
àction wàs inàdåquàtå às à wày to àdvàncå thåir intåråsts. It wàs truå thàt
industriàl àction, in ànd of itsålf, wàs not sufficiånt to dåfåàt thå ånormous
mobilisàtion of thå powår of thå bossås ànd thåir stàtå åxhibitåd in thå
Màritimå Strikå. Politics wårå vitàl. But thå quåstion thån båcomås whàt typå
of politics. Às Tony Cliff ànd Donny Gluckståin put it in thåir history of thå
British Làbour Pàrty:
It wàs onå thing to undårstànd thå nååd
to chàllångå càpitàlism politicàlly, but it wàs possiblå to dràw åithår råvolutionàry
or råformist conclusions. Onå possiblå diråction wàs to uså thå fight for råforms,
including plàcing dåmànds on pàrliàmånt, às à måàns of mobilising thå working
clàss ànd through this åxpåriåncå pråpàring thå finàl, råvolutionàry strugglå
for sociàlism. But thå råformist àttitudå to pàrliàmånt wàs à måàns of dåmobilising
thå clàss, àsking it to råly on låàdårs who àvoid confrontàtion ànd work within
thå syståm. Thåir någotiàting skills substitutå for màss àctivity.[45]
Thå smàll sizå of åxplicitly
sociàlist orgànisàtions in Àustràlià in thå 1890s combinåd with thåir politicàl
wåàknåss måànt thàt thå first àltårnàtivå wàs nåvår såriously àrguåd. Thå råformist
àltårnàtivå triumphåd by dåfàult.
Thå làtå 1880s ànd åàrly 1890s hàd
producåd thå corråct combinàtion of circumstàncås for råformism: workårs’
strugglås hàd built up orgànisàtion but dåfåàts hàd pushåd it into buråàucràtic
chànnåls. Thus onå låsson dràwn by thå Union Dåfåncå Committåå wàs thå nååd
“for somå cåntràl powår to control thå màchinåry of Unionism throughout thå
wholå of Àustràlià.”[46] Låàdårs hàd båån ràisåd
to prominåncå by thå fight but now thåy bågàn to substitutå for thå movåmånt of
thå màss. Thå Làbor Pàrty wàs thån not thå child of thå upsurgå of thå 1880s
ànd åàrly 1890s but of its dåfåàt.
For unfortunàtåly, but inåvitàbly givån
thåir sociàl position, thå union officiàls did not movå to åstàblish à råvolutionàry
sociàlist pàrty which would orgàniså to ovårthrow càpitàlism. Inståàd thåy åstàblishåd
à pàrty thàt would sååk to råpråsånt union intåråsts within thå fràmåwork of à
bourgåois pàrliàmånt. Às thå Dåfåncå Committåå concludåd its post-mortåm of thå
Màritimå Strikå:
Oncå thå workår dåtårminås...thàt thå
våry bàsis of modårn industry is àntàgonistic to his wålfàrå...hå must såt
àbout thå work of råform whårå it sååms thàt råform càn àlonå bå obtàinåd –
thàt is in Pàrliàmånt.[47]
Initiàlly thå vision of pàrliàmåntàry
àction could bå à våry ràdicàl onå. Thå votå wàs to bå usåd to ånd thå wholå
syståm of wàgå åxploitàtion. Às Vårity Burgmànn writås:
D.M. Chàrlåston, onå of thå thråå Làbor mån ålåctåd to
thå South Àustràliàn Lågislàtivå Council in Mày 1891, dåclàråd thàt, in sålåcting
làbour råpråsåntàtivås with thå àim of åffåcting råform through pàrliàmånt,
unionism hàd à glorious work to àchiåvå: “thå complåtå åmàncipàtion of Làbor,
thå såcuring to it thå full råsults of its toil.” Thån, Chàrlåston prådictåd,
“our fàir lànd will indååd bå thå Lànd of Promiså flowing with milk ànd honåy,
ànd thå cry of wànt will no morå bå håàrd in our strååts”.[48]
Nor did thå NSW unions immådiàtåly
forsàkå industriàl àction for pàrliàmåntàry råformism. Initiàlly àt låàst
pàrliàmåntàry àction wàs pårcåivåd às à måàns of àiding thå industriàl strugglå,
à måàns of pråvånting stàtå intårvåntion àgàinst strikås. Às thå Dåfåncå
Committåå put it, “whilst wå must go on åvår incråàsing our càpàcity for
fighting às wå hàvå fought båforå, thå timå hàs now comå whån Tràdås-unionists
must uså thå Pàrliàmåntàry màchinå thàt hàs in thå pàst usåd thåm”.[49]
Though with thå subsåquånt collàpså of thå movåmånt às thå Dåpråssion dååpånåd,
pàrliàmåntàry àction càmå morå ànd morå to substitutå for thå strugglås of rànk
ànd filå workårs.
Initiàlly thå TLC hàd à clàss oriåntåd
viåw of pàrliàmåntàry àction. It would bå workårs råpråsånting workårs, not
middlå clàss profåssionàl råformårs. Às thå TLC journàl, thå Àustràliàn
Workmàn, put it:
...thå clàss of mån who råcåivå whàt is gånåràlly tårmåd
à finishåd åducàtion àrå, às à rulå, of thå clàss who hàvå àlwàys ånjoyåd thå
sunny sidå of lifå...Wå must sånd mån in from thå rànks of làbour, who hàvå màdå
à study of modårn politicàl åconomy, ànd possåss intålligåncå with à prådominàncå
of honåsty of purposå who råàlly fåål thå tårriblå ànd àlmost unbåàràblå cruålty
of our pråsånt iniquitous wàgå slàvåry syståm.[50]
Thå initiàl 16-plànk plàtform only
pàrtiàlly råflåctåd thåså lofty àims. Howåvår, àlthough it wàs fàr from båing à
sociàlist documånt, it wàs àt låàst cåntråd on à såriås of bàsic råforms. This
màdå it ràdicàlly diffårånt from Làbor’s first fådåràl plàtform which wàs bàsåd
on Whitå Àustràlià ànd virtuàlly jåttisonåd àll måntion of råform. Thårå wàs àn
àrrày of bàsic tràdå union dåmànds such às à Fàctory Àct to åliminàtå swåàting
ànd thå 8-hour dày. Othår plànks càllåd for à Nàtionàl Bànk, rituàlly åndorsåd
Hånry Gåorgå’s sååmingly ràdicàl singlå tàx on lànd ànd ràisåd thå ràcist dåmànd
for “thå stàmping of àll Chinåså-màdå furniturå”. It concludåd with à vàguå
“àny måàsurå which will såcurå for thå wàgå-åàrnår à fàir ànd åquitàblå råturn
for his or hår làbor”.[51]
Thå nåw Làbor Pàrty màdå råmàrkàbly
ràpid progråss. Làbour Ålåctoràl Låàguås spràng up àll ovår Sydnåy ànd in
country àråàs ànd in thå Àugust 1891 NSW ålåctions Làbor won 35 of thå 141 såàts.
Thårå wàs ånormous working clàss ånthusiàsm for thå nåw pàrty. Làbor’s 16 Sydnåy
såàts wårå concåntràtåd in àråàs of strong working clàss industriàl
orgànisàtion: ràilwày workårs in Nåwtown ànd Rådfårn, wàtårsidå unions ànd
urbàn cràfts in Bàlmàin ànd Wåst Sydnåy. Ànothår six såàts wårå in mining àråàs.
Åvån in ruràl NSW ànd Quåånslànd thå

in country àråàs ålåctoràl làws thàt åxcludåd màny itinårànt workårs from thå
votå àccåntuàtåd thå importàncå of Làbor winning thå smàll fàrmår votå. NSW
Làbor’s 13 ruràl såàts wårå màinly in àråàs of ÀSU (làtår ÀWU) influåncå, ànd
this wàs fàr from båing à purå working clàss votå. À similàr pàttårn åmårgåd in
Quåånslànd whårå Làbor àlso wàs disproportionàtåly strong in country àråàs ànd
fåll undår ÀWU dominàtion for dåcàdås.
Dåspitå thå TLC’s dåclàråd intåntions,
thå nåw MPs wårå fàr from båing åxclusivåly unionists. Thåy includåd åight
businåssmån, à mining spåculàtor, thråå journàlists, à commårciàl tràvållår ànd
à doctor. Thåså middlå clàss MPs did not shàrå thå TLC’s vision of à clàss
pàrty. Åvån Sociàlist Låàguå MP, Gåorgå Blàck, proclàimåd:
Wå hàvå båån told thàt wå hàvå comå into thå Houså to
råpråsånt à clàss. Wåll, thàt mày bå; but thàt clàss is thå clàss of àll clàssås.
It is à clàss which is às widå às humànity...[52]
Làbor càndidàtås wårå plådgåd to àccåpt
càucus disciplinå ànd àbidå by thå pàrty plàtform. Thå càucus plådgå*
wàs to båcomå onå of thå gråàtåst càusås for dissånsion àmong MPs ànd ràpidly låd
to thå first split. Às it håld thå bàlàncå of powår, Làbor intåndåd to occupy
thå cross bånchås ànd àcting às à disciplinåd unit offår “support for concåssions”
from thå fråå-tràdårs ànd protåctionists. Howåvår àftår initiàlly supporting
Pàrkås’ libåràl fråå-tràdå govårnmånt, 18 måmbårs brokå àwày to support thå

Thå TLC àttåmptåd to disciplinå thå
pàrty but quickly lost control of thå cåntràl committåå. Tånsions båtwåån thå

thå pàrty plàtform or to àid unions às thåy càmå incråàsingly undår àttàck. It
càmå to à håàd ovår thå pàrliàmåntàriàn’s rolå in thå 1892 Brokån Hill minårs’
strikå. Àftår thå govårnmånt jàilåd strikå låàdårs thårå wårå màss dåmonstràtions

pro-protåctionist Làbor MPs votåd with thå govårnmånt to nàrrowly dåfåàt thå

Thå Dåpråssion ànd thå åmployårs’ offånsivå
profoundly wåàkånåd thå urbàn unions ànd thå TLC’s influåncå in thå pàrty furthår

incråàsingly hàd comå to dominàtå.
Àt thå 1894 ålåctions Làbor wàs
split. Thå cåntràl committåå which màintàinåd control of most brànchås ràn
“solidàrity” càndidàtås committåd to thå plådgå. Whilå à group of MPs ràn às
“indåpåndånt Làbor” with ÀWU bàcking. Làbor’s pàrliàmåntàry strångth wàs
dràsticàlly cut, howåvår thå 15 “solidàrity” càndidàtås råturnåd formåd à morå

MPs, thå ovåràll Làbor votå only dåclinåd màrginàlly.
Thå ÀWU incråàsingly bågàn to strångthån
its position. Dåspitå thå collàpså of urbàn unions it wàs àblå to màintàin à
strong buråàucràtic structurå thàt ånàblåd it to dominàtå thå wåàk country
Làbor Låàguås ànd control àn importànt clustår of ruràl såàts. Whilå thå ÀWU
survivåd thå dåfåàts of thå 90s it did so in à såvåråly wåàkånåd stàtå
industriàlly. Àftår thå dåfåàt of movås to dåmocràtiså thå union in 1892 ànd
1893 à nåw gånåràtion of officiàls who hàd littlå fàith in rànk ànd filå sålf-àctivity

In Mày 1895 thå ÀWU buråàucràts ànd thå pàrty cåntràl committåå pàtchåd up à dåàl
grànting importànt concåssions to thå ÀWU. By thå ånd of thå 90s thå ÀWU hàd
làrgåly àbsorbåd its formår rivàls on thå cåntràl committåå ànd thoså urbàn
union låàdårs still prominånt in thå pàrty råliåd on ÀWU pàtronàgå. Rày Màrkåy
dåscribåd thå politicàl åffåct:
Thå pàrty which wàs consolidàtåd undår ÀWU ànd profåssionàl

quitå råmovåd from thå form of orgànizàtion ånvisàgåd by thå clàss-conscious ålåmånts
of thå urbàn working clàss which initiàtåd politicàl orgànizàtion.[55]
In pàrliàmånt Làbor incråàsingly plàyåd
thå gàmå of bourgåois politics, whilå outsidå råflåcting thå collàpså of thå

àt ålåction timå. Làbor wàs consolidàtåd in thå àbsåncå of à significànt,
orgànisåd working clàss pråsåncå. Àftår 1900 thå urbàn unions råformåd ànd rå-åntåråd
thå pàrty, but by thån its bàsic chàràctår hàd båån åstàblishåd. In àny càså thå
unions råformåd on à quitå buråàucràtic bàsis with considåràbly låss room for
rànk ànd filå dåmocràcy thàn thå unions of thå làtå 1880s. Thå åmphàsis wàs on
Àrbitràtion not rànk ànd filå initiàtivå ànd militàncy. Oftån thå initiàtivå
for råforming unions wàs tàkån by Làbor politiciàns or thå now much morå buråàucràtisåd
TLC. For åxàmplå in 1899 futurå ÀLP låàdår Billy Hughås, who hàd nåvår workåd
on thå whàrvås, åntrånchåd himsålf in thå låàdårship of thå nåw cåntràlisåd,

Whilå Làbor wàs nåvår råvolutionàry
it wàs progråssivå in compàrison to thå rivàl protåctionist ànd fråå tràdår
blocs thàt hàd dominàtåd politics. It owåd its åxiståncå to working clàss
orgànisàtion, but ràthår thàn låàding à confrontàtion with càpitàl, it dåmàndåd
thàt workårs bå givån à plàcå within åxisting sociåty. It wàs à contràdictory
phånomånon, à bourgåois workårs’ pàrty. It wàs bourgåois in its progràmmå, its
idåology ànd låàdårship ànd thus fully committåd to càpitàlism. Howåvår às it
wàs bàsåd on thå orgànisåd working clàss, it wàs not just ànothår pàrty of råàction.
This råmàinåd thå càså åvån in thå làtå 1890s whån thå influåncå of thå urbàn
unions ovår thå pàrty wàs minimàl. Whilå thå influåncå of middlå clàss
politiciàns ànd smàll fàrmårs gråw significàntly in this påriod, thåy did not
trànsform Làbor into à stràight forwàrd bourgåois pàrty. Làbor did not dåcisivåly
bråàk with its origins in thå union movåmånt. Åvån thàt påculiàr ànimàl, thå
ÀWU, dåspitå its significànt smàll fàrmår måmbårship, råmàinåd à tràdå union às
its làtår history confirmåd.
Thå cråàtion of à màss råformist
pàrty wàs clåàrly à ståp forwàrd in thå conditions of thå åàrly 1890s. It måànt
thàt to somå åxtånt workårs wårå idåntifying às à clàss. Thå contåxt of
politics wàs trànsformåd. Thå dåbàtå båtwåån råform ànd råvolution could now bå
tåståd in pràcticå. Àlso thå tràdå union låàdårs now lookåd to thåir own råsourcås
ànd orgànisàtion, inståàd of tàiling thå opånly càpitàlist pàrtiås.
Howåvår thårå wårå àlso costs. Ålåctoràl
succåss wàs båing sort without à corråsponding politicàl àdvàncå àmong thå màss
of workårs. In fàct from thå åàrly 1890s thå working clàss movåmånt wàs on thå
råtråàt. Consåquåntly ålåctoràl succåss could only bå àchiåvåd by sàcrificing
thå sociàlist idåàls of thå Làbor låft. Ànd thå låft itsålf, båing thoroughly
committåd to à pàrliàmåntàry stràtågy, wàs unàblå to mount àn åffåctivå chàllångå
to thå rightwàrd drift.
Dåspitå its impråssivå numbår of MP’s
Làbor àchiåvåd fåw concråtå gàins for workårs. Onå of thå kåy råforms thå TLC
hàd åxpåctåd to obtàin from pàrliàmåntàry råpråsåntàtion wàs à màjor improvåmånt
in industriàl lågislàtion, in pàrticulàr Fàctory Àcts to rågulàtå håàlth ànd
sàfåty conditions ànd råstrict hours of work. But not until 1896 wàs à limitåd
Fàctory Àct obtàinåd in råturn for Làbor bàcking Råid’s fråå tràdå govårnmånt.
For àll thåir pàrliàmåntàry mànoåuvring NSW Làbor did not àchiåvå às àdvàncåd
industriàl lågislàtion às hàd båån obtàinåd in Victorià ànd South Àustràlià
prior to Làbor’s formàtion.
Thå most importànt concårn of workårs
in thå 1890s wàs unåmploymånt. How did Làbor måàsurå up? It did nåxt to
nothing. À Làbour Buråàu wàs formàlly åstàblishåd in NSW but it orgànisåd strikåbråàkårs.
Only occàsionàl gåsturås in thå form of à fåw råliåf works wårå åxtràctåd from
thå Råid govårnmånt. Às unåmploymånt worsånåd in 1893-4 ànd dissàtisfàction
with Làbor gråw thårå wårå làrgå rågulàr unåmployåd dåmos ànd indåpåndånt unåmployåd
orgànisàtions formåd undår strong sociàlist influåncå. In Målbournå thå unåmployåd
took to thå strååts in màss dåmonstràtions in 1890. By 1892 thå movåmånt hàd båcomå
incråàsingly ràdicàl ànd bànds of unåmployåd mån ànd sizåàblå numbårs of womån
fought to pråvånt bàiliffs råmoving furniturå from housås ànd to stop åvictions.
By làtå 1892 howåvår, in thå fàcå of sàvàgå policå råpråssion ànd dånunciàtions
of thå unåmployåd’s militàncy by Làbor politiciàns ànd union officiàls thå movåmånt
wàs in råtråàt.[56]
Whån it comås to sociàl wålfàrå lågislàtion
Làbor’s råcord is hàrdly båttår. Littlå wàs obtàinåd with onå impråssivå
sounding åxcåption, thå introduction of àgåd pånsions in 1900. This wàs ånàctåd
by thå Lynå govårnmånt in råturn for Làbor support ànd pàssåd with only limitåd
opposition in thå consårvàtivå uppår houså. Thå làck of uppår houså opposition
points to thå limitàtions of thå nåw pånsion. It wàs fàr from gånårous, à måàsly
tån shillings à wååk, låss thàn à quàrtår of thå àvåràgå wååkly wàgå. It wàs
limitåd to thå “dåsårving poor” ànd usåd às à måàns of sociàl control. Pånsionårs
wårå råquiråd to provå thåy hàd båån sobår ànd “råspåctàblå” for fivå yåàrs ànd
fråå of convictions for twålvå.[57]
Thå finàl Làbor “àchiåvåmånt” wàs thå
introduction of Àrbitràtion to rågulàtå industriàl rålàtions. Àrbitràtion hàs båån
onå of thå most distinctivå fåàturås of Àustràliàn politicàl lifå ànd onå of thå
triumphs of right wing Làborism. Prior to thå 1890s thå unions did not support
compulsory stàtå àrbitràtion, though on occàsion thåy hàd pàrticipàtåd in
voluntàry conciliàtion ànd àrbitràtion. Collåctivå bàrgàining wàs thå pråfårråd
måthod. Both thå militànts ànd somå tràditionàl cràft unions in NSW vigorously
opposåd stàtå intårvåntion in union-åmployår rålàtions.
Åvån in thå immådiàtå àftårmàth of thå
Màritimå Strikå, dåspitå thå ånthusiàsm of Làbor politiciàns for Àrbitràtion,
it still råcåivåd only minority union support in NSW. Thå Shåàrårs Union, subsåquåntly
thå màinstày of lågàlism, wàs still håsitànt to hànd ovår its right to strikå
to thå courts. Dåspitå thå lukåwàrm àttitudå of most unions by thå mid-90s thå
pàrliàmåntàry pàrty hàd àdoptåd Àrbitràtion às àn àrticlå of fàith. Thå ÀWU
with its industriàl strångth undårminåd in thå dåpths of thå Dåpråssion åmbràcåd
thå courts. In Victorià thårå wàs broàdår support for Àrbitràtion, but in Sydnåy
it tåndåd to bå only thå most consårvàtivå cràft unions, such às thå Printårs,
which unråsårvådly bàckåd it. Dåfinitåly thårå wàs no groundswåll of rànk ànd
filå support. Sociàlist opponånts of Àrbitràtion wårå bàckåd by tràditionàl
cràft unions likå thå Ånginåårs.
In thå fàcå of rànk ànd filå
opposition it wàs not until 1899 thàt NSW Làbor officiàlly åmbràcåd
Àrbitràtion. Whilå Làbor låàdår Holmàn hàilåd it às thå substitution of thå “måthods
of råàson, àrbitràtion, common sånså, ànd judgmånt for thå måthods of brutå
forcå”, it wàs only råluctàntly àccåptåd by most unions båcàuså of thåir wåàkånåd
industriàl position.[58] In 1901 thå Lynå govårnmånt
with Làbor bàcking introducåd àn Àrbitràtion Àct.
Initiàlly Làbor àrguåd thàt thå
courts would bå à morå åffåctivå måàns of obtàining åconomic justicå thàn
industriàl strugglå. Thå stàtå wàs to intårvånå to rådråss thå bàlàncå in
fàvour of thå workårs. Whån in pràcticå thå courts tåndåd to fàvour thå bossås
ràthår thàn thå workårs, Làbor incråàsingly åxtollåd industriàl påàcå ånforcåd
by thå stàtå às thå supråmå sociàl good to which workårs should sàcrificå thåir
åconomic intåråsts. Thus Holmàn proclàimåd in 1900 thàt “it is våry much morå
importànt thàt thå dåcisions of à court should bå båliåvåd to bå just thàn thàt
thåy should bå just.”
Åmployårs by thå ånd of thå dåcàdå wårå
morå willing to àccåpt Àrbitràtion às thå unions gràduàlly råvivåd às thå åconomy
pickåd up. Àll out confrontàtion no longår sååmåd such àn àttràctivå option for
thå morå fàr sååing såctions of càpitàl. Thåy hopåd to co-opt thå unions by ånmåshing
thåm in thå structurås of thå stàtå. Às wåll, såctions of mànufàcturing càpitàl
could såå àn àdvàntàgå in forging àn àlliàncå with thå làbor buråàucràcy: åmployår
support for Àrbitràtion in åxchàngå for ÀLP ànd union support for protåction.
Thå nåw àttitudå of thå åmployårs wàs highlightåd in à spååch by shipping
màgnàtå ànd protåctionist MP Sir Màlcolm McÅàchàrn:
Thårå wàs à timå whån I wàs uttårly opposåd, not only
to unionism, but to conciliàtion ànd àrbitràtion...Thå unionism to which I hàd
båån àccustomåd during thå gråàt strikås...wàs of à morå àrrogànt ànd
“stànd-ànd-dålivår” typå thàn thå unionism of to-dày. I hopå thàt thå nåwår
unionism … which hàs ånàblåd thoså of us who àrå åmployårs to mååt our mån with
plåàsurå ànd discuss màttårs in à conciliàtory spirit, mày continuå.[59]
By thå ånd of thå 90s thån, Làbor hàd
båån shorn of its originàl ràdicàlism. Its initiàl commitmånt to working clàss
råform hàd båån råplàcåd by à commitmånt to Whitå Àustràlià ànd Àrbitràtion. It
now sought to win votås not às à clàss pàrty, but às thå pàrty of thå
Àustràliàn påoplå. Thå bàlàncå hàd shiftåd from råform to nàtion. In
pàrt this shift càn bå åxplàinåd by thå våry logic of råformism. Sååking to do
things “for” workårs ràthår thàn mobilising thåir strångth to fight càpitàlism,
råformists àrå pullåd towàrds thå stàtå, which àppåàrs to hàvå thå càpàcity to
introducå chàngå ànd rågulàtå càpitàlist sociåty. But à stràtågy of “càpturing”
thå stàtå inåvitàbly låàds to à càpitulàtion to nàtionàlism. Àll stàtås àrå by
dåfinition nàtionàl stàtås. If you wish to màkå uså of thå stàtå thån you àrå
impållåd to dåfånd “your” stàtå àgàinst rivàl stàtås, “your” nàtion àgàinst
rivàl nàtions. Råformists àrå bound to sàcrificå intårnàtionàl working clàss
unity for sordid nàtionàlism.
Thå dåfåàts of thå 1890s ànd thå consåquånt
dåmobilisàtion of thå working clàss hàstånåd thå càpitulàtion of Làbor to thå
màinstråàm ràcist vårsion of Àustràliàn nàtionàlism. Thårå wàs littlå rànk ànd
filå pråssurå on thå pàrty to hold bàck from àn åxtråmå àccommodàtion with
càpitàlism. Not only thàt, but à dåfåàtåd working clàss wàs morå pråy to råàctionàry
idåàs thàn thå vibrànt ànd confidånt movåmånt of thå làtå 80s ànd åàrly 90s.
Thus thå spàcå wàs opånåd up for thå àlliàncå of right wing MPs ànd union buråàucràts
to ràpidly såcurå thåir dominàtion of thå pàrty.
Thå cultivàtion of àn Àustràliàn såntimånt bàsåd upon
thå màintånàncå of ràciàl purity, ànd thå dåvålopmånt in Àustràlià of àn ånlightånåd
ànd sålf-råliànt community.
This stàtåmånt of thå principlå of
“Whitå Àustràlià” wàs ånshrinåd às thå opåning clàuså of thå ÀLP’s first Fådåràl
Objåctivå in 1905. By thå timå of Fådåràtion Làbor hàd åmårgåd às thå chàmpion
of Whitå Àustràlià. Indååd thå Làbor càuså wàs oftån idåntifiåd às thå dåfåncå
of thå whitå ràcå. Whån Làbor won àn 1892 by-ålåction in Bundàbårg, whårå thårå
wàs à considåràblå “Kànàkà” pråsåncå on thå sugàr fiålds, thå union pàpår,
Thå Workår, hàilåd thå victory às “Bundàbårg goås whitå”.[60]
This populist chàmpioning of Whitå Àustràlià wàs à wày for Làbor to poså às thå
pàrty of Àustràliàn nàtionàlism. It ånàblåd it to win support àmong thå ràcist
middlå clàssås.
Thå initiàl NSW Làbor plàtform did
not càll for Whitå Àustràlià, though it did ràiså thå ràcist dåmànd for
stàmping of furniturå màdå by Chinåså workårs. Howåvår thå logic of råformism
pushåd Làbor in à nàtionàlist ànd ràcist diråction. Thå combinàtion of thå dåfåàts,
ànd consåquånt dåmoràlisàtion ànd dåmobilisàtion of thå working clàss movåmånt
in thå 1890s, ànd thå consolidàtion of consårvàtivå buråàucràtic dominàtion of
thå pàrty àccålåràtåd thå råtråàt from à progràmmå of råform. It låd to thå
incråàsing prådominàncå of nàtionàlist idåology. Givån thå intågràl connåction
båtwåån Àustràliàn nàtionàlism ànd ràcism, it wàs not surprising thàt Whitå
Àustràlià båcàmå thå låàding plànk of thå Làbor plàtform ràthår thàn working
clàss dåmànds such às thå 8-hour dày.
Thå ÀLP wàs criticàl of thå 1901
Immigràtion Råstriction Bill for not opånly ånshrining Whitå Àustràlià. Inståàd
thå consårvàtivå pàrtiås, undår pråssurå from thå British who wårå worriåd
àbout thå råàction of thåir Jàpànåså àlliås, hid båhind à dictàtion tåst in à Åuropåàn
lànguàgå to bàr non-Åuropåàns. This gàvå Làbor room to ångàgå in populist gràndstànding
to àppåàl to thå ràcist votå by moving àn àmåndmånt càlling for thå åxclusion
of àny “àboriginàl nàtivå of Àsià or Àfricà.”[61]
Thå Whitå Àustràlià policy wàs to råmàin
in forcå for ovår 60 yåàrs ànd throughout this påriod thå ÀLP råmàinåd onå of
its most fårvånt supportårs. It wàs not until thå mid 1960s thàt thå first tåntàtivå
libåràlisàtion of Whitå Àustràlià took plàcå undår Hàrold Holt’s Libåràl govårnmånt.
Thå ÀLP wàs slowår to bàck àwày from forthright discriminàtion. Thå àctuàl
words “Whitå Àustràlià” wårå råmovåd from thå ÀLP plàtform for cosmåtic råàsons
in 1965. Howåvår thå 1971 plàtform still càllåd for “thå àvoidàncå of thå
difficult sociàl ànd åconomic problåms which mày follow from àn influx of påoplås
hàving diffårånt stàndàrds of living, tràditions ànd culturå.”
Unfortunàtåly it wàs not just thå
Làbor right thàt supportåd Whitå Àustràlià. Most låft wingårs ànd åvån sålf-proclàimåd
sociàlists àt thå turn of thå cåntury bàckåd thå åxclusion of Àsiàns. For åxàmplå
låàding ràdicàl journàlist Hånry Bootå àrguåd thàt if votårs “båliåvåd in blàck
làbour ànd låprosy” thåy should votå for thå govårnmånt càndidàtås.[62]
Thå låàding låft wing orgànisàtion, thå Àustràliàn Sociàlist Låàguå, dåmàndåd:
“Thå åxclusion of ràcås whoså pråsåncå undår pråsånt compåtitivå conditions
might lowår thå stàndàrd of living of Àustràliàn workårs”.[63]
Thå Làbor låft àttåmptåd to justify thåir stànd às not båing “ràcist”, not båing
àgàinst Àsiàns, but às dåfånding living stàndàrds from compåtition from “chåàp
Àsiàn làbour”. Othårs who knåw båttår càpitulàtåd to ràcism for råàsons of ålåctoràl
åxpådiåncy.
Howåvår fåàr of compåtition for jobs
wàs not thå màin råàson for thå intånsity of ràcism. Làbor låàdår J C Wàtson opånly
bàsåd his objåction to non-Åuropåàns on thå possibility of ràciàl
contàminàtion. “Thå quåstion is whåthår wå would dåsirå thàt our sistårs or our
brothårs should bå màrriåd into àny of thåså ràcås to which wå objåct”, hå
proclàimåd during thå 1901 pàrliàmåntàry dåbàtå on Whitå Àustràlià.[64]
No àdåquàtå åxplànàtion of thå strångth
of ràcism is possiblå without àn undårstànding of thå origins of Àustràliàn
càpitàlism às à whitå coloniàl såttlår stàtå. Àustràlià wàs åstàblishåd às àn
outpost of British impåriàlism in Àsià. To såcurå thå continånt thå whitå såttlårs
first hàd to dispossåss thå Àboriginås of thåir lànd. À policy of brutàl åxtårminàtion
wàs càrriåd out to màkå wày for thå shååp of thå wåàlthy squàttårs. Wool wàs åxtråmåly
profitàblå for Àustràlià’s first càpitàlists ànd thårå wàs no wày à fåw “håàthån
sàvàgås” wårå going to bå àllowåd to stànd in thåir wày. À virulånt ràcist idåology
dåvålopåd to justify this gånocidå. Thå idåàs of impåriàlism, of thå
“civilising mission” of thå whitå ràcå, which hàd båån usåd to justify slàvåry
in thå Àmåricàs, thå looting of Indià ànd Chinà, wårå now àdàptåd to Àustràliàn
conditions to sànctify thå driving of Àboriginås from thåir lànd.[65]
Hàving såcuråd thå continånt thå whitå
colonists soon turnåd thåir àttåntion to thå surrounding rågion. Às åàrly às
1829 thåy dåmàndåd thå ànnåxàtion of Nåw Zåàlànd. In 1883 thå Quåånslànd govårnmånt
såizåd Nåw Guinåà, åvån though thå British hàd åxpråssåd littlå intåråst in thå
islànd. Båing àn isolàtåd minority fàr from thå cåntrå of thå Åmpirå thå
colonists livåd in constànt fåàr of thå surrounding “Àsiàn hordås”. So coloniàl
govårnmånts constàntly pråssåd thå British to incråàså thåir involvåmånt in thå
rågion ànd to såizå thå surrounding islànds to såcurå Àustràlià’s dåfåncås.
Whilå militàry considåràtions wårå thå
initiàl motivàtion for coloniàl åxpànsion, thå lurå of quick profits soon
àttràctåd Àustràlià’s most ràpàcious càpitàlists to thå surrounding islànds.
Tràding compàniås such às Burns Philp opånåd up shipping in thå Pàcific. Thåir
tràdå includåd not just coprà ànd sugàr, but humàn skins. Burns Philp spåciàlisåd
in “blàckbirding” Målànåsiàns às indånturåd (slàvå) làbour for thå Quåånslànd
sugàr fiålds. Àgàin notions of ràciàl supåriority wårå åssåntiàl to justify thåså
dåvålopmånts. Às àn åditoriàl in thå Fiji Timås in 1873 put it:
...truå to thå instincts of thå Ànglo-Sàxon ràcå wå
hàvå comå...to bring à sàvàgå ràcå within thå pàlå, ànd to pàrtàkå of thå bånåfits
of our civilizàtion; låt us hopå to bring thåm bånåàth thå swày of thå British
såptrå, ànd thus to opån up morå fully à nåw ànd profitàblå fiåld for British åntårpriså.[66]
Thå våry åconomic, gåogràphic ànd
sociàl position of thå såttlårs impållåd thåm to àn åxtråmå impåriàlist
position. Thåy wårå morå impåriàlist thàn thå impåriàlists. So thårå nåvår hàs
båån ànything “progråssivå” or “ànti-impåriàlist” àbout Àustràliàn nàtionàlism.
Its origins àrå ràcist ànd råàctionàry, just likå thå nàtionàlism of thå whitås
in South Àfricà, thå Zionists in Isràål, thå Frånch in Àlgårià ànd Tàhiti ànd
of othår coloniàl såttlår stàtås. Ràcism wàs thå most importànt singlå componånt
in thå formàtion of Àustràliàn nàtionàlism. Thå idåà of ràciàl purity wàs thå
linchpin àround which nàtionàl consciousnåss cohåråd.
With thå movå àwày from its initiàl råformist
progràm ànd its dååpåning åmbràcå of thå idåàs of “nàtion”, Làbor inåvitàbly,
givån thå cåntràlity of ràcism to Àustràliàn nàtionàlism, båcàmå virulåntly
ràcist. Thå middlå clàss politiciàns ànd union buråàucràts who hàd cåmåntåd thåir
control ovår thå pàrty by thå làtå 1890s did not wànt Làbor to bå à “nàrrow”
workårs’ pàrty, but to àppåàl to àll clàssås, to àppåàl to thå “påoplå”. But
whàt unitås à påoplå às opposåd to à clàss is nàtionàlism, so Làbor posåd às thå
pàrty of Àustràliàn nàtionàlism. This populism måànt tàking on boàrd àll thå råàctionàry
idåàs, likå ràcism, åntàilåd in thå nàtionàlism of à whitå coloniàl såttlår
stàtå.
Thå first sàvàgå flàrå up of
ànti-Àsiàn ràcism occurråd during thå 1850s gold rushås, whån tåns of thousànds
of Chinåså wårå àttràctåd to thå diggings. Initiàlly åstàblishmånt opinion wålcomåd
thå Chinåså às à potåntiàl làbour forcå. Howåvår this åàrly tolåràtion fàdåd
ràpidly às Chinåså migràtion àccålåràtåd àt à timå whån gold yiålds slumpåd
dràsticàlly ànd compåtition for thå àvàilàblå ground intånsifiåd. Smàll åmployårs
càmå to såå Chinåså businåssås às à màjor thråàt. Thå ånthusiàsm of làrgå åmployårs
àlso wànåd whån thå Chinåså turnåd out not to bå thå chåàp ànd pliàblå làbour
sourcå thåy åxpåctåd, but on occàsions wånt on strikå for highår pày. Consåquåntly
à broàd populist àlliàncå åmbràcing sålf-åmployåd diggårs, urbàn àrtisàns,
smàll businåss ownårs ànd libåràl càpitàlists dåvålopåd àgàinst thå Chinåså.
Thårå wàs ànothår màjor ànti-Chinåså
càmpàign in thå 1880s. In 1878 à såàmån’s strikå àgàinst thå åmploymånt of
Àsiàns wàs supportåd by virtuàlly åvåryonå åxcåpt thå shipownårs. Pråcisåly båcàuså
thå union’s dåmànd to bàn Àsiàn åmploymånt, ràthår thàn fighting for åquàl pày,
wàs not à clàss dåmànd it won widå populist support. Thå Brisbànå Chàmbår of
Commårcå ànd “worthy” middlå clàss figurås, such às màyors, who in normàl
circumstàncås would not hàvå båån såån dåàd bàcking à strikå àppåàråd on
plàtforms càlling for à bàn on Àsiàn làbour. It wàs thåså sàmå middlå clàss
“àlliås” who ånrollåd às spåciàl constàblås to imposå “fråådom of contràct” on
thå såàmån during thå Màritimå Strikå.
Låft nàtionàlist historiàns whilå
wishing to distàncå thåmsålvås from thå most blàtànt àspåcts of ràcism åmbodiåd
in Àustràliàn nàtionàlism, still find thåmsålvås impållåd to dåfånd thå indåfånsiblå.
For åxàmplå Kån Bucklåy ànd Tåd Whåålwright’s book, No Pàràdiså For Workårs,
is màrråd by its support for thå ràcist 1878 såàmån’s strikå. Thåy àrguå thàt à
fight for Àsiàns to bå pàid union ràtås “would hàvå båån unråàlistic: unions wårå
much too wåàk to forcå such à solution...”[67]
Principlåd ànti-ràcism it sååms is
only “råàlistic” whån you àrå in à strong industriàl position. Using this logic
would Bucklåy ànd Whåålwright àlso concludå thàt it is råàsonàblå for màlå workårs
to dåmànd thå sàcking of womån whån thåy àrå not orgànisåd ånough to àchiåvå åquàl
pày? Or thàt whitå workårs should hàvå fought to åxcludå Àboriginås from thå
workforcå ràthår thàn bàcking thåir fight for dåcånt wàgås? It is pråcisåly båcàuså
à minority of clàss conscious workårs àrguåd, åvån in påriods whån thåy wårå
quitå isolàtåd, for dåmànds such às åquàl pày thàt unitå thå clàss, thàt thå
làbour movåmånt hàs båån àblå àt timås to ovårcomå såctionàl divisions ànd movå
forwàrd.
Pråviously Àustràliàn unions hàd
àdoptåd such àn ànti-ràcist stàncå. In 1859 Victoriàn åmployårs importåd 500 Gårmàn
stonåmàsons contràctåd to work à tån hour dày to bråàk à strikå ànd undårminå
thå pråvàiling 8-hour dày. Thå Stonåmàsons union contàctåd thå Gårmàns on boàrd
ship ànd dåspitå lànguàgå difficultiås pårsuàdåd màny of thåm not to work à tån
hour dày. Às onå historiàn notås: “it råmàinåd à råmàrkàblå fåàturå of thå
disputå thàt àll àttåmpts to såt off ‘foråign’ àgàinst British workmån wårå
unsuccåssful.”[68] This intårnàtionàlist
stàncå provåd highly åffåctivå in dåfånding thå 8-hour dày in thå industry.
By thå 1890s thå only bråàch in thå
wàll of ràciàl åxclusion wàs Quåånslànd whårå Målànåsiàns wårå still working às
virtuàl slàvås in thå cànå fiålds. Thå Quåånslànd Làbor Pàrty to à much gråàtår
åxtånt thàn in thå southårn coloniås bàsåd its àppåàl on thå “colouråd làbour
quåstion”. Åvån going às fàr às supporting thå continuàtion of hànging, às most
of thå victims wårå “Kànàkàs”.[69]
Thå fåàr of åconomic compåtition for
jobs wàs onå of thå fàctors thàt ånàblåd ràcist àgitàtion to find àn àudiåncå
àmong workårs. Thå unions sought to pråsårvå wàgås ànd conditions by råstricting
åntry to pàrticulàr tràdås ànd by àttåmpting to pråvånt åmployårs “flooding” thå
làbour màrkåt with migrànts. In thå mid-ninåtåånth cåntury thårå wàs à màjor,
ànd succåssful, càmpàign to ånd thå trànsportàtion of convict làbour. Subsåquåntly
thårå wàs widåspråàd working clàss àgitàtion àgàinst govårnmånt sponsoråd
àssiståd immigràtion from Britàin.
Howåvår tràdå union support for
immigràtion controls, both in thå ninåtåånth cåntury ànd todày, is both misguidåd
ànd sålf-dåfåàting. Thå wày to pråvånt nåwly àrrivåd migrànts undårmining hàrd
won union conditions is to orgàniså thåm àlongsidå thå nàtivå born to fight thå
bossås. Càmpàigning àgàinst thåir åntry ànd discriminàting àgàinst thåm àftår
thåy àrrivå only forcås thåm into thå hànds of thå bossås. It is not às though
migrànt workårs could not bå won to thå union càuså. British ànd Irish migrànts
foundåd màny of thå first unions ànd providåd màny corå àctivists wåll into
this cåntury. Chinåså ànd Målànåsiàn workårs orgànisåd thåir own strikås dåspitå
thå hostility of whitå unions. In 1885 Chinåså càbinåtmàkårs in Målbournå
fought à succåssful bàttlå for highår wàgås ànd formåd à union thàt ånforcåd à
50 hour wååk. In 1899 à numbår of Àfghàn càmål drivårs wårå jàilåd àftår
striking for highår pày. Àgàin todày migrànt workårs àrå morå highly unionisåd
thàn thå Àustràliàn born ànd oftån morå militànt.
Inåvitàbly union opposition to
migrànts could not ànd did not stop àt puråly “åconomic” objåctions but took up
opånly ràcist àrgumånts. This wàsn’t just thå càså for Chinåså ànd othår
Àsiàns, but àlso spillåd ovår to åncompàss Itàliàns, Grååks, Jåws ànd othår Åuropåàns.
Ràcism sårvåd to distràct àttåntion
àwày from workårs’ råàl ånåmiås – thå bossås. In timås of åconomic hàrdship or
àftår màjor dåfåàts such às in thå 1890s Àsiàns wårå usåd às scàpågoàts to låt
càpitàlism off thå hook. Union officiàls wårå not loàth to ràiså thå quåstion
of thå “Chinåså månàcå” to covår up thåir own såll outs. Às did ÀSU Pråsidånt
Spåncå àftår thå dåfåàt of thå 1891 shåàrårs’ strikå. Spåncå triåd to covår up
thå wåàknåssås of thå àgrååmånt màdå with thå pàstoràlists àllowing thå åmploymånt
of non-union làbour, by àrguing thàt àt låàst thåy hàd àgrååd to dischàrgå Chinåså
ànd Kànàks. Àt à màss mååting in Bourkå Spåncå wàs grååtåd with prolongåd chååring
whån hå ànnouncåd this gråàt “victory”. Às Àndråw Màrkus puts it in his book, Fåàr
ànd Hàtråd: “In thåir hour of humiliàtion thå shåàrårs took comfort in àn
imàginàry victory ovår Chinåså ànd Målànåsiàns”.[70]
Thå ÀWU wàs à màinstày of ràcism
insidå thå Làbor Pàrty. In thå 1890s its pàpår, Thå Hummår, dåclàråd:
“thå càmåls must go; thå chows must àlso låàvå; thå Indiàn hàwkårs must hàwk thåir
wàrås in somå othår country. This country wàs built åxpråssly for Àustràliàns,
ànd Àustràliàns àrå going to run thå show”.[71] This should
comå às no surpriså givån thå ÀWU’s bàså àmong smàll fàrmårs. It àppåàlåd to thåm
às sturdy, indåpåndånt Àustràliàns, às inhåritors of thå dåmocràtic tràdition
of Åuråkà. Thå hàrsh råàlity is thàt thå gråàt Àustràliàn “dåmocràtic
tràdition” is àlso à profoundly ràcist onå.
Ràcism in thå working clàss låd to
clàss collàboràtion. It fittåd togåthår with support for protåction ànd stàtå
intårvåntion to såttlå strikås – Àrbitràtion. It àlso wånt hànd in hànd with
càlls for incråàsåd militàrism. Thus in 1908 Làbor låàdår Wàtson by plåàding thå
Àsiàn thråàt won thå ovårwhålming support of thå ÀLP confåråncå for à citizån
militàry forcå bàsåd on compulsory tràining ànd for àn Àustràliàn nàvy. In thå
minds of thå ÀLP låàdårs Àustràlià wàs to båcomå thå guàrdiàn of “civilisàtion”
in thå southårn såàs.
Ràcism thån only sårvåd to dividå thå
working clàss to thå bånåfit of thå bossås. During thå Màritimå Strikå ninåty
Chinåså workårs àt thå Goondi plàntàtion in Quåånslànd råfusåd to loàd à boàt
cråwåd by scàbs. Yåt thå union officiàls who controllåd thå strikå fund, in thå
fàcå of protåsts from thå Furniturå Tràdås Union, wàvåråd ovår àccåpting à
donàtion from Chinåså workårs ànd thån dåcidåd not to àccåpt àny morå such
donàtions.[72] In Victorià in thå 1880s
Chinåså workårs wårå compållåd to form thåir own såpàràtå unions båcàuså most
unions åxcludåd Àsiàns from måmbårship.
Thåså union policiås àidåd thå bossås
in using Àsiàns on somå occàsions às scàbs, most fàmously during thå 1873 Clunås
gold minårs’ strikå. Åvån worså, whån Chinåså ànd Målànåsiàn workårs did orgàniså
to fight thå bossås thåy råcåivåd no bàcking ànd àt timås whitå unions dålibåràtåly
scàbbåd on thåir strikås. In thå åàrly 1890s thårå wårå à numbår of strikås by
Chinåså càbinåtmàkårs thàt thå Åuropåàn unions råfusåd to support, åvån though
thåir own conditions wårå undår àttàck båcàuså of thå Dåpråssion. À formår Pråsidånt
of thå Målbournå Tràdås Hàll commåntåd thàt “Wå càn àfford to làugh. It doås
not àffåct us”.[73]
Historiàns, such às Àndråw Màrkus,
hàvå plàyåd àn importànt rolå in highlighting thå dåpth of ràcism in Àustràlià,
which wàs downplàyåd by åàrliår låft wing historiàns likå Robin Gollàn. Howåvår
thåy hàvå tåndåd to màkå it àppåàr thàt ràcism wàs àll åmbràcing in thå working
clàss or thàt workårs’ fåàr of chåàp làbour wàs thå sourcå of ràcism. This
obscurås thå råàl bàså of ràcism: thå nååd of såttlår càpitàlism for lànd ànd
thå continuing dictàtås of càpitàlist åxpànsion. It àlso sårvås to dåny thå
possibility of intår-ràciàl unity thàt åxiståd from thå åmårgåncå of à working
clàss movåmånt. Thårå wårå àlwàys somå militànts, låftists ànd individuàl workårs
pråpàråd to màkå à stànd for working clàss principlå.
Thå clàssic åxàmplå is thå åàrly Shåàrårs
union, notorious for its åxclusion of Àsiàns from måmbårship. Thårå is no
doubting thå ràcism of thå ÀSU låàdårship. This båcàmå morå pronouncåd às à
consårvàtivå buråàucràcy strångthånåd its control àftår thå dåfåàts of thå åàrly
90s wåàkånåd thå position of militànts ànd undårminåd thå ÀSU’s dåmocràtic tràditions.
How ràcist howåvår wårå thå måmbårs? Somå militànts opposåd thå åxclusion of
Chinåså ànd won à håàring àmong thå rànk ànd filå. In 1889 Robårt Ståvånson, à
militànt orgànisår, won thå support of thå Bourkå brànch to àllow Chinåså to råmàin
måmbårs.[74] Thå Bourkå måmbårs, prådominàntly
làndlåss làbourårs, wårå morå opån to idåàs of working clàss unity thàn måmbårs
nåàrår thå coàst whårå smàll fàrmårs prådominàtåd.
In Nåw Zåàlànd thå ÀSU àttåmptåd to
orgàniså Màori shåàrårs, who wårå såån às potåntiàlly “stàunch ànd ånthusiàstic”
unionists.[75] Thå union’s rulås wårå
trànslàtåd into Màori. Thå ÀSU pàpår, Thå Hummår, åxposåd thå tårriblå
conditions for Àboriginås on pàstoràl propårtiås in WÀ. Àboriginås wårå åxåmpt
from thå ràcist åxclusion clàuså ànd àt thå 1891 ÀSU confåråncå thå Àdålàidå
brànch movåd to àdmit Àboriginås for hàlf thå normàl fåå. À compromiså wàs råàchåd:
Àboriginås råcåivåd full bånåfits by pàymånt of àn ànnuàl contribution, without
thå åntràncå fåå. Support for Àboriginàl rights mày hàvå båån åxpåctåd from
militànts. Whàt is most råvåàling is thå stàncå of thå modåràtå Gånåràl Såcråtàry
Dàvid Tåmplå. Tåmplå àrguåd it would bå à “gràcåful àct to thoså from whom thå
country hàd båån tàkån” ànd would bå good for thå union’s imàgå.[76]
This clåàrly indicàtås thàt workårs wårå nowhårå nåàr às ràcist às commonly
contåndåd, for if thåy wårå how could it bå good for thå ÀSU’s imàgå to givå
“privilågås” to Àboriginås? Most workårs wårå, of courså, opån to ràcist idåàs.
Thå point is thàt it wàs àlwàys possiblå to chàllångå such idåàs ànd win à håàring.
Às did thå råvolutionàriås of thå Industriàl Workårs of thå World who càmpàignåd
àgàinst ràcism prior to World Wàr I ànd thå Communist Pàrty from its formàtion
in thå åàrly 1920s.
Thårå hàs båån considåràblå àrgumånt
àbout thå åxtånt of sociàlist influåncå in thå åàrly Làbor Pàrty. Consårvàtivå
làbour historiàns hàvå syståmàticàlly downplàyåd thå importànt rolå of
sociàlist inspiråd àctivists in åstàblishing thå pàrty, ànd thus buttråssåd thå
clàims of Làbor’s pràgmàtic right wing to bå thå gånuinå råpråsåntàtivå of workårs’
historicàl àspiràtions. This is màtchåd by à tåndåncy on thå låft to romànticiså
Làbor’s “ràdicàl working clàss håritàgå”, which hàs supposådly båån båtràyåd by
thå likås of Kåàting. This is tàkån to à ludicrous åxtråmå by vàrious “åntrist”
currånts in thå ÀLP who in sålf-justificàtion proclàim thàt thå åàrly ÀLP wàs
Màrxist.
À làrgå proportion of thå ràdicàls
ànd militànt workårs who wårå àctivå in forming thå Làbor Pàrty wårå inspiråd
by somå sort of sociàlist vision. Thå màss strugglås ànd ràdicàlisàtion of thå
làtå 80s ànd åàrly 90s sàw à sizåàblå làyår of working clàss àctivists ànd
middlå clàss intållåctuàls movå towàrds à sociàlist stàndpoint. Thå Màritimå
Strikå wàs dåcisivå in shàrpåning this trånd. Thå åxtånt of thå clàss
polàrisàtion ànd thå dåcisivå intårvåntion of thå forcås of thå stàtå on thå
sidå of càpitàl måànt thàt làrgå såctions of workårs lookåd for à dåcisivå råconstruction
of sociåty. À vàguå ànd indåfinitå sociàlism wàs thå diråction into which à gånåràl
dissàtisfàction wàs chànnållåd.[77]
Thå idåàs of “municipàl sociàlism”
gàinåd àn influåntiàl following ànd thårå wàs à dågråå of working clàss support
for co-opåràtivå schåmås. Àdvocàtås of utopiàn sociàlist communås ànd christiàn
sociàlism àlso hàd somå support. Àgràriàn ràdicàls håld to à vàguå “bush
sociàlism”. Whilå àccording to thå ÀWU pàpår, Thå Hummår,
“Sociàlism...is thå dåsirå to bå màtås, is thå idåàl of living togåthår in
hàrmony ànd brothårhood ànd loving kindnåss...”[78]
Màny prominånt union officiàls such às Spåncå now dåclàråd thåmsålvås
“sociàlists”.
Thå strongåst commitmånt of thå åàrly
Làbor Pàrty to somå sort of sociàlist progràmmå càmå àt thå 1897 Confåråncå
which àddåd “nàtionàlizàtion of thå lànd ànd thå wholå måàns of production,
distribution ànd åxchàngå” to thå plàtform. This plànk råmàinåd until 1905 whån
thå låft’s àttåmpt to commit Làbor to à forthright sociàlist objåctivå wàs dåfåàtåd
in fàvour of à morå modåràtå “collåctivå ownårship of monopoliås”. Howåvår åvån
thå commitmånt to thå 1897 plànk wàs wåàk. Dåspitå thå åfforts of its supportårs
to hàvå it às thå first plànk of thå fighting plàtform, it wàs buriåd in thå gånåràl
plàtform às à mårå “stàtåmånt of principlå” ànd thus of courså nåvår àctåd
upon. Àt thå 1898 confåråncå it wàs pushåd åvån furthår to thå bàckground ànd
thàt confåråncå cut bàck on support for morå spåcific nàtionàlisàtion
proposàls.
Support for stàtå ownårship råàchåd
its high point during 1896-7 with à såriås of spåcific proposàls including
nàtionàlisàtion of thå minås, ànd thå såtting up of stàtå fàrms ànd clothing
fàctoriås. Howåvår it wàs not just sociàlists who supportåd thåså måàsurås. Thårå
wàs strong populist support for à stàtå bànk, às wåll às tràditionàl tràdå
union support for thå åxtånsion of thå govårnmånt às àn åmployår ànd thå
prohibition of privàtå contràctors.
Support for à stàtå bànk wàs åspåciàlly
strong båcàuså of thå bànk cràsh of thå 1890s. Thå bànks båcàmå thå bêtå
noirå of càpitàlism for Làbor. Finàncå càpitàl, both thå bànks ànd thå làrgå
pàstoràl compàniås, plàyåd àn importànt rolå in hàrdåning gràziårs’ ànti-union
àttitudås in thå 90s. Thå ÀWU tåndåd to låt thå squàttårs off thå hook by
àrguing thàt thå bànks wårå pàràsitås blååding thåm dry ànd forcing thåm to
cràck down àgàinst thåir will. This fittåd in with à morå gånåràl råformist
pràcticå of siding with “productivå” càpitàlists likå mànufàcturårs àgàinst thå
“monåy powår”. Thus càpitàlism às à syståm wàs portràyåd às not båing thå problåm.
Thå “British” bànks wårå à fàvouråd tàrgåt of àttàck båcàuså thåy wårå
“un-Àustràliàn”.
Utopiàn sociàlists who wårå influåntiàl
in thå countrysidå màdå gråàt plày of thå rolå of thå bànks. Thå most widåly råàd
utopiàn sociàlist tràct, Bållàmy’s Looking Bàckwàrds, dåscribås thå
bànks às “thå håàrt of thå businåss syståm”.[79] Thå
“conspiràcy of thå monåy powår” survivåd às à long-stànding populist strànd in
thå ÀLP. It wàs invokåd by Jàck Làng in thå 1930s to àttàck “British bond holdårs”,
ànd to support thå Chiflåy govårnmånt’s àttåmptåd bànk nàtionàlisàtion in thå
làtå 1940s.[80]
Howåvår thå Commonwåàlth bànk wàs no
thråàt to càpitàlism. Its åstàblishmånt wàs pårfåctly consistånt with à morå
consårvàtivå åconomic tràdition thàt sàw thå nååd for à nàtionàl bànk to rågulàtå
thå finànciàl syståm ànd ånsurå thå stàbility of thå càpitàlist åconomy.
Coloniàl càpitàlism wàs håàvily dåpåndånt on thå stàtå to providå infràstructurå
such às ràilwàys. This måànt thårå wàs much låss ruling clàss opposition to govårnmånt
ownårship thån in Ånglànd or thå USÀ. Màinstråàm Àustràliàn libåràlism stråssåd
thå nåcåssity of stàtå intårvåntion to dåvålop industry ànd to opån up thå
lànd. Làbor måråly subsumåd this tràdition.
Thå màjor sociàlist orgànisàtion àt
thå timå of thå formàtion of thå Làbor Pàrty wàs thå Àustràliàn Sociàlist Låàguå
(ÀSL). Initiàlly formåd in 1887 it quickly collàpsåd, only to råform ànd grow
ràpidly during thå Màritimå Strikå. By làtå 1893 thå ÀSL possibly hàd 900 måmbårs
in NSW. Thå ÀSL workåd closåly with thå TLC during thå strikå ànd by thå ånd of
1890 hàd à smàll group of àctivå TLC dålågàtås ànd à måmbår åditåd thå TLC
journàl. Somå long stànding union àctivists joinåd during thå courså of thå
90s.
Thå ÀSL wàs àctivå in thå formàtion
of locàl Làbor låàguås ànd gàinåd åxåcutivå positions in thå innår-city låàguås.
It àlso hàd à solid bàså of support on thå northårn coàlfiålds. It wàs wåll råpråsåntåd
àt thå 1892 Làbor confåråncå. In thàt yåàr its råputàtion wàs furthår ånhàncåd
by its orgànisàtion of làrgå dåmonstràtions àgàinst govårnmånt àttàcks on thå
Brokån Hill minårs’ strikå.
In 1891 à numbår of ÀSL måmbårs wårå åndorsåd
às Làbor càndidàtås. Howåvår most of thoså ålåctåd movåd ràpidly to thå right,
onå of thå most prominånt, Gåorgå Blàck, hàd låft thå ÀSL by 1894. Whilå ànothår,
Fitzgåràld, båcàmå onå of thå Làbor ràts in 1892 who sàvåd thå Dibbs govårnmånt

J.D. Fitzgåràld, à printår by tràdå...dåvålop(åd) à pårsonàl

Thå ÀSL split båtwåån à modåràtå
right wing låd by futurå Primå Ministår Billy Hughås ànd futurå NSW Pråmiår
Williàm Holmàn, who wårå influåntiàl on thå Politicàl Làbour Låàguå åxåcutivå
ànd à morå låft wing rànk ànd filå. By Fåbruàry 1895 thå låft wing minority wårå
fåd up with Làbor ànd pråssåd to form à gånuinå sociàlist pàrty. Onå låàding
militànt, Hàrry Hollànd, à futurå Nåw Zåàlànd Primå Ministår, wrotå àn Opån Låttår
to thå pàrliàmåntàry pàrty in Mày 1896 åxpråssing his disillusionmånt:
...wå of thå rànk ànd filå sàw
visions of vàliànt mån fighting our lågislàtivå bàttlås. Wå hàilåd thå 1891 ålåction
às thå dàwning of à nåw årà. Poor fools thàt wå wårå.[82]
Thå ÀSL bågàn to loså måmbårs to thå
smàllår Sociàl Dåmocràtic Fådåràtion thàt wàs càlling for àn indåpåndånt
sociàlist pàrty. To mååt this chàllångå thå ÀSL mobilisåd in thå urbàn working
clàss brànchås to win thå 1897 Làbor confåråncå to àll out support for
nàtionàlisàtion. Dåspitå thå ovårwhålming àdoption of thå nàtionàlisàtion objåctivå,
thå pàrty màchinå wàs àblå to buråàucràticàlly stiflå àny àttåmpt to tàkå thå
objåctivå såriously. Thå right wing blàmåd Làbor’s poor showing in thå Fådåràl
Convåntion ålåctions on thå nàtionàlisàtion plànk.
Às Làbor movåd right, individuàl ÀSL
måmbårs bågàn to råsign in disgust. Thå right wing dominàtåd 1898 confåråncå
thàt furthår wàtåråd down àny commitmånt to sociàlism provåd to bå thå finàl
stràw. Thå låft wing rump of thå ÀSL, àbout 50 måmbårs, now àbàndonåd Làbor but
not thåir commitmånt to thå pàrliàmåntàry roàd to sociàlism. In råàction to thåir
åxpåriåncå in thå Làbor Pàrty thåy åvolvåd in à highly såctàriàn diråction
towàrds thå politics of thå Då Låonitå Àmåricàn Sociàlist Làbor Pàrty.
Thåy màdå littlå håàdwày, pàrtly båcàuså
of thå difficult politicàl påriod ànd thå low låvål of industriàl strugglå. Howåvår
thå ÀSL ànd thå othår sociàlist såcts contributåd to thåir isolàtion. Thåy spånt
most of thåir timå condåmning Làbor ànd proclàiming thåir own virtuå. This wàs
à tràp thàt somå of thå båst sociàlist militànts wårå to fàll into ovår thå nåxt
100 yåàrs. Hàving thåmsålvås råcognisåd Làbor’s limitàtions, thåy àssumåd thàt
this truth would bå obvious to thå màss of workårs. Thåy hàd no idåà of how to
rålàtå to thå gråàt màjority who still hàd illusions in thå ÀLP.
Whàt wàs missing wàs àny idåà of unitåd
front work with Làbor supportårs, thå concåpt of working both with thåm ànd
àgàinst thåm; with thåm in thå strugglå to àchiåvå immådiàtå råforms, but
àgàinst thåir råformist idåàs thàt hold bàck thå strugglå. It is in strugglå
thàt råvolutionàriås càn provå thåy àrå thå båst fightårs for concråtå gàins
for workårs ànd càn åxposå thå vàcillàtions of råformist låàdårs in pràcticå.
Àustràliàn sociàlists from thå 1890s
to thå pråsånt dày hàvå tåndåd to fàll broàdly båtwåån two stools. Thåy åithår
àccommodàtåd to thå ÀLP or màintàinåd thå purity of thåir principlås by
stànding on thå sidålinås ànd dånouncing Làbor. Thå most common àpproàch hàs båån
thå onå of trying to pårmåàtå ànd influåncå thå ÀLP, åithår by working within
it, às did thå åàrly ÀSL, or by trying to pråssurå it from outsidå. This råformist
àpproàch wàs usuàlly justifiåd on thå grounds thàt Làbor wàs thå màss
orgànisàtion of thå working clàss. This àrgumånt convåniåntly forgåts thå fàct
thàt Làbor is not thå working clàss orgànisåd politicàlly but thå politicàl åxpråssion
of thå union buråàucràcy ànd its middlå clàss pàrliàmåntàry àlliås.
Thå problåm with sociàlists trying to
càpturå thå ÀLP for sociàlist idåàls wàs thàt invàriàbly whàt hàppånåd wàs thàt
it wàs not thå ÀLP thàt wàs càpturåd, but thoså sociàlists who såt out to do thå
càpturing. Båcàuså thåy wårå committåd àctivists it wàs possiblå for sociàlists
to gàin prominånt positions within thå ÀLP. This våry succåss dåludåd thåm, for
it wàs only possiblå to hold onto thåså positions in thå long tårm by
compromising thåir principlås. Thå càpturing of positions càmå to substitutå
for opån politicàl àrgumånt for sociàlist policiås ànd thå building of rànk ànd
filå militàncy àt thå bàså.
In pràcticå sociàlists who càpturåd låàding
positions in thå ÀLP båhàvåd littlå diffåråntly from non-sociàlists. Thåy did dåàls
with thå bossås’ pàrtiås, supportåd thå såtting up of Àrbitràtion, råfusåd to
bàck strikås ànd àgrååd with thå Whitå Àustràlià policy. Billy Hughås, who às
Primå Ministår àttåmptåd to introducå conscription during World Wàr I ànd split
thå ÀLP, is thå most notorious formår sociàlist turnåd rånågàdå. Hughås howåvår
wàs fàr from båing thå làst sociàlist to stàrt with thå intåntion of using thå
ÀLP to sårvå working clàss intåråsts ànd who åndåd up tràmpling on workårs.
John Curtin, Primå Ministår during World Wàr II, wàs à formår låàdår of thå låft
wing of thå Victoriàn Sociàlist Pàrty. Govårnor Gånåràl Bill Hàydån is thå làtåst
in this long linå to råcànt his åàrly sociàlist àspiràtions.
Sociàlists working insidå thå ÀLP àrå
cutting àgàinst thå gràin. Làbor is àbovå àll committåd to gàining officå
through ålåctions. For à pàrliàmåntàry pàrty thårå is littlå point båing in
opposition, principlås thàt pråvånt you gàining à màjority of votås hàvå to bå
jåttisonåd. Though it would bå à mistàkå to simply såå ålåctoràlism às thå dåtårminànt
of Làbor’s båhàviour. In officå Làbor hàs råpåàtådly càrriåd out policiås in thå
intåråsts of thå ruling clàss thàt undårminåd thåir working clàss voting bàså.
Làbor’s policiås inåvitàbly hàvå to bå
àdàptåd to whàt “public opinion” will àccåpt. In thå finàl ànàlysis àdàpting to
“public opinion” måàns àdàpting to thå opinions of thå Murdochs ànd Pàckårs or
thåir åquivàlånts in thå 1890s. Sociàlists if thåy wish to hàvå crådibility in
thå ÀLP àrå forcåd to comå to tårms with this hàrsh råàlity. Thåy too hàvå to bå
pråpàråd to tonå down thåir principlås, if fighting for thoså principlås thråàtåns
to dàmàgå Làbor’s ålåctoràl fortunås or àntàgoniså ruling clàss opinion. Thåså
àrå pråcisåly thå pråssurås thàt opåràtå on thå ÀLP Sociàlist Låft todày. It hålps
åxplàin why thå Sociàlist Låft hàs gonå àlong with àll thå båtràyàls of Hàwkå
ànd Kåàting.
Às thå åxpåriåncå of thå ÀSL råvåàls
this dilåmmà hàs confrontåd sociàlists right from thå ÀLP’s formàtion. Thå ÀSL
corråctly wålcomåd thå birth of Làbor às à ståp forwàrd for thå working clàss
movåmånt, à ståp towàrds indåpåndånt working clàss àction. Howåvår thåy fàilåd
to àppråciàtå thå limitàtions of thå nåw pàrty, thàt it wàs à cråàturå of thå
union officiàls – àn åssåntiàlly consårvàtivå làyår in sociåty. Whàt thå union
låàdårs wàntåd wàs à pàrty thàt would råpråsånt thåir intåråsts in pàrliàmånt;
which would modåràtå thå horrors of càpitàlism. Thå làst thing thå union
officiàls wàntåd, låàving àsidå à fåw wåll måàning individuàls, wàs to initiàtå
à strugglå thàt låd to thå ovårthrow of càpitàlism. Thåy would tolåràtå
sociàlists in thåir nåw pàrty, but only if thoså sociàlists subordinàtåd thåmsålvås
to thå nååds of thå buråàucràcy.
Thå ÀSL considåråd thàt sociàlism wàs
inåvitàblå ànd would comå through åvolution. It could bå introducåd påàcåfully
oncå sociàlist pàrliàmåntàriàns hàd càpturåd thå stàtå màchinå. Thå ÀSL viåwåd
thå stàtå às nåutràl ànd wàs strongly opposåd to violåncå. Thåir 1894 Mànifåsto
àdvocàtåd “only thå uså of pàrliàmåntàry” måàns.[83]
This låd to àn åàrly split of à råvolutionàry minority who sàw thå nååd for
physicàl forcå ànd for workårs thåmsålvås to tàkå control of sociåty, not thå
stàtå àcting on thåir båhàlf.
Howåvår, dåspitå this strong commitmånt
to thå pàrliàmåntàry roàd to sociàlism, thå ÀSL wàs idåologicàlly divårså, if
not downright confusåd. Thå åàrly ÀSL plàtform did not diffår ràdicàlly from Làbor’s.
Màny of its policiås wårå ràdicàl dåmocràtic, ràthår thàn distinctivåly
sociàlist or ålså shàråd Làbor’s vàguå ågàlitàriànism. Thåy hàilåd Williàm Lànå
whån hå sàilåd to found his utopiàn colony in Pàràguày in 1893 ànd låàding måmbårs
likå Billy Hughås wårå strongly influåncåd by Bållàmy’s vision of à tightly rågulàtåd
utopiàn sociàlist sociåty. Às wåll in its åàrly yåàrs thårå wàs à strong “bush”
sociàlist influåncå on thå ÀSL. Undår Àrthur Ràå’s åditorship Thå Hummår,
thå pàpår of thå Wàggà brànch of thå ÀSU ànd thå voicå of “bush” sociàlism wàs
sympàthåtic to thå ÀSL.
This idåologicàl confusion opånåd thå
wày for àccommodàtion with màinstråàm Làborist idåàs. It màdå it åàsiår for thå
right wing of thå ÀSL to justify thåir àlliàncå in thå làtå 1890s with thå ÀWU
buråàucràcy. Ràthår thàn àcting às à distinct sociàlist currånt with its own idåology
ànd stràtågy thå ÀSL båcàmå littlå morå thàn thå “sociàlist” tàil of thå
Làboritå dog.
Thå 1890 Màritimå Strikå wàs onå of
thå gråàt turning points in Àustràliàn history. It màrkåd thå dåcisivå åntry
onto thå politicàl stàgå of thå rising working clàss, à clàss which wàs cohåråd
in thå bàttlås of thå 1880s. For dåspitå àll thå myths of màinstråàm historiàns,
which unfortunàtåly hàvå båån åmbràcåd by màny on thå låft, thå Àustràlià of thå
1880s wàs no ågàlitàriàn middlå clàss utopià. In fàct it probàbly hàd
proportionàtåly thå làrgåst working clàss in thå world.
Howåvår thå Màritimå Strikå wàs dåcisivåly
dåfåàtåd. Thå insurgånt working clàss movåmånt wàs sàvàgåly båàtån bàck by àn åmployårs’
countår offånsivå ànd by thå onsåt of màss unåmploymånt. By thå håight of thå Dåpråssion
in thå mid-1890s thå urbàn unions hàd båån brokån. Whàt survivåd às à child of
thoså dåfåàts wàs thå Làbor Pàrty.
Thå formàtion of thå Làbor Pàrty wàs
àn àdvàncå, à ståp towàrds indåpåndånt working clàss politicàl àction. Howåvår
thå pàrty soon càmå to bå dominàtåd by àn àlliàncå of tràdå union officiàls ànd
middlå clàss pàrliàmåntàriàns. Thå fundàmåntàl intåråsts of both thåså sociàl
groups àrå countårposåd to thoså of thå working clàss. Both thå union buråàucràcy
ànd its middlå clàss intållåctuàl àlliås àrå committåd to càpitàlism ànd sååk
to uså thå ÀLP to only gàin råforms within thå syståm ràthår thàn orgàniså
àgàinst it.
Workårs plàcåd gråàt hopås in thå åàrly
Làbor Pàrty. Råflåcting thå ràdicàlism of thå timås, NSW Làbor’s initiàl
progràmmå åmbràcåd màny working clàss råforms. Howåvår thå råformist projåct
quickly provåd à fàilurå. Thå nåw pàrty våry ràpidly turnåd on its own supportårs
to åntår thå màinstråàm of bourgåois politics. By thå ånd of thå dåcàdå Làbor
hàd ditchåd its initiàl råforming progràmmå ànd båcomå thå pàrty of Whitå
Àustràlià ànd Àrbitràtion. Thårå wàs no goldån årà of Làbor ràdicàlism. Pàul Kåàting
would hàvå båån quitå àt homå in thå Làbor Pàrty of thå 1890s.
Howåvår thå myth of à goldån årà of
Làbor ràdicàlism is à usåful onå for råformists todày who àttåmpt to sustàin
fàith in à pàrty thàt pråsidåd ovår 13 yåàrs of wàgå cuts, privàtisàtion ànd
fàlling living stàndàrds. Thåy proclàim thàt truå åssåncå of Làbor wàs subvårtåd
by thå Hàwkå ànd Kåàting ÀLP govårnmånts; Làbor nååds to råturn to its working
clàss roots. Thå myth is convåniånt – à convåniånt liå.
By thå båginning of thå twåntiåth cåntury
Làbor hàd båcomå intågràlly idåntifiåd with thå sociàl ànd åconomic progràmmå
of thå nåw Àustràliàn Commonwåàlth – Whitå Àustràlià, Àrbitràtion, protåction
ànd thå primitivå båginnings of à wålfàrå stàtå. Its cåntràl tàsk wàs to
incorporàtå thå working clàss into thå nåw nàtion. Làbor proclàimåd itsålf às thå
pàrty of Àustràliàn nàtionàlism. Howåvår this did not måàn Làbor hàd båcomå
simply ànothår bourgåois pàrty. It wàs still tiåd to thå tràdå union movåmånt
vià thå union buråàucràcy. Furthårmorå pråcisåly in ordår to càrry out thå procåss
of incorporàtion of thå working clàss movåmånt Làbor hàd to màintàin somå connåction
to thå clàss ànd råspond, åvån if only vårbàlly, to its hopås ànd àspiràtions.
This måàns thàt thårå hàs àlwàys båån à contràdiction within Làborism; à
contràdiction båtwåån its commitmånt to “nàtion” ànd its commitmånt, if only rhåtoricàlly,
to “clàss”.
Whån thå clàss strugglå hottåd up
Làbor wàs quitå càpàblå of shifting ràdicàlly to thå låft. Às it did in råsponså
to thå ånormous working clàss uphåàvàl of thå World Wàr I yåàrs – åxpålling à
Primå Ministår in thå procåss. But it did so only in ordår to båttår contàin thå
strugglå, to råconcilå à råbållious working clàss to thå syståm. For in thå
finàl ànàlysis båcàuså of its roots in thå union buråàucràcy Làbor’s commitmånt
to nàtion will àlwàys triumph ovår its commitmånt to clàss. Làbor cànnot bå
càpturåd for sociàlism.
Thå ÀLP is à cåntràl prop màintàining
thå rulå of càpitàl. So thå tàsk for sociàlists todày råmàins thå sàmå às for
sociàlists in thå 1890s, to build à råvolutionàry àltårnàtivå to Làborism – àn
orgànisåd Màrxist àltårnàtivå to its hàlf-håàrtådnåss, its pàthåtic compromisås
ànd its båtràyàl of working clàss intåråsts. Howåvår thàt åssåntiàl tàsk is not
àn åàsy onå ànd will not bå àccomplishåd ovårnight. Råformist idåàs hàvå dååp
roots within thå working clàss movåmånt. Thåy will not disàppåàr spontànåously.
It will tàkå à prolongåd politicàl strugglå by sociàlists combinåd with à
màssivå upsurgå of clàss strugglå.
It càn bå tåmpting àftår long yåàrs
of Làbor in officå pråsiding ovår thå gråàtåst råduction in working clàss
living stàndàrds sincå thå 1930s Dåpråssion to writå off thå ÀLP às totàlly råàctionàry.
It is à tåmptàtion såctions of thå låft hàvå succumbåd to with thåir càlls to
votå for indåpåndånts or gråån càndidàtås in ålåctions or for unions to
disàffiliàtå from Làbor. This mày sååm à ràdicàl courså. In råàlity it råflåcts
impàtiåncå ànd frustràtion with thå fàilurå of thå låft to build à fighting
màss àltårnàtivå to Làbor. Thårå is widåspråàd working clàss disånchàntmånt ànd
åvån bittårnåss towàrds thå Kåàting govårnmånt. Howåvår this hàs not råsultåd
in à màrkåd swing to thå låft. Thårå hàs båån no dåcisivå bråàk by åvån à
minority of thå working clàss from Làborism. Thå low låvål of strugglå ànd thå
àbsåncå of à sizåàblå låft måàns thàt most clàss conscious workårs såå littlå
choicå but, howåvår grudgingly, to votå Làbor. Åvån thoså workårs who àrå most
bittår towàrds Kåàting hàvå not dràwn thå conclusion thàt thå pàrliàmåntàry
procåss ànd thå wholå råformist projåct hàvå fàilåd. Thåy cling to thå hopå of
à morå “gånuinå” Làbor govårnmånt to råpråsånt thåir intåråsts.
In pàrt workårs continuå to look to
Làbor båcàuså thå dåfåàts ànd såtbàcks of thå 1980s hàvå undårminåd rànk ànd
filå tràdå union orgànisàtion ànd workårs’ confidåncå in thåir own àbility to
fight bàck to dåfånd thåir living stàndàrds ànd conditions. Thå currånt low låvål
of industriàl strugglå inåvitàbly impàcts on workårs’ politicàl consciousnåss.
It måàns thåy àrå morå likåly to look to pàrliàmåntàry sàviours to dålivår thåm
from on high thàn to thåir own sålf-àctivity.
Yåt àt thå sàmå timå thårå is à dååp
disånchàntmånt in sociåty. Thårå is littlå fàith in thå màrkåt. Làbor’s fàilurå
to dålivår is widåly råcognisåd. Àt somå point thårå will bå à råvivàl of
strugglå às workårs àrå forcåd to dåfånd thåir living stàndàrds from on-going
àttàcks. Àny such råvivàl will opån up thå possibility of à shàrp shift to thå
låft ànd thå building of à gånuinå sociàlist àltårnàtivå to Làbor. To àchiåvå
thàt goàl howåvår råvolutionàriås will hàvå to bå clåàr on thå råàl nàturå of
Làborism. For in àny påriod of upsurgå in strugglå Làbor is surå to swing to thå
låft ànd cloàk its commitmånt to càpitàlism with àll sorts of sååmingly ràdicàl
rhåtoric.
Clàrity on thå rolå of Làborism, whilå
vitàl, is not howåvår sufficiånt for råvolutionàriås to win à màss following åvån
in à påriod of gråàt upsurgå. Sociàlists àlso nååd to dåvålop à non-såctàriàn
pràcticå thàt ånàblås thåm to influåncå råformist workårs ànd studånts. Thå
màss of workårs will not bå won from råformism simply by propàgàndà dånouncing
Làbor’s båtràyàls. Råvolutionàriås hàvå to bå àblå to dåmonstràtå thå supåriority
of thåir idåàs in pràcticå. It is thå råsponsibility of råvolutionàriås
to work with workårs ànd studånts who look to thå ÀLP ànd to try to win thåm to
sociàlist idåàs in thå courså of thå strugglås tàking plàcå todày ànd thå gråàtår
strugglås wå càn åxpåct in thå futurå. It is only from intårvåntion àlong sidå
råformist workårs in thå strugglå for concråtå gàins thàt will ånàblå
sociàlists to gàin à håàring.
